Scandale des couches et serviettes hygiéniques : Les pharmaciens inspecteurs de Softcare mettent en garde
The team of pharmacist inspectors at the Softcare factory, working for the Senegalese Pharmaceutical Regulatory Agency (ARP), informs healthcare professionals and the public that communiqué no. MSHP/ARP/DG/CELCOM, dated December 16, 2025, concerning SOFTCARE SN COMPANY LIMITED, does not reflect the reality of the facts during the follow-up inspection of
the factory.
"This press release showing images of inspectors and gendarmes does not commit or bind the inspectors. It cannot in any way precede the inspection report issued by the competent department," emphasize Dr. Moussa Diallo, sworn pharmacist inspector (OPJ), Director of pharmaceutical inspection, market surveillance and vigilance, Dr. Ahmadou Bamba Sow and Dr. Moussa Mbaye, pharmacist inspectors, heads of department.
These inspectors disagree with "the content of the press release, which tarnishes our image as guardians of regulations." They note that "indeed, as of December 16, 2025, the inspection team led by the Director of Inspection
The pharmaceutical, market surveillance and vigilance (DISV) unit of the ARP, in collaboration with the security forces (National Gendarmerie), was on a mission at the Softcare production site.
Furthermore, the report of the joint mission was not yet finalized, completed, and submitted to the General Management for transmission to the inspected entity. These inspectors wish to clarify that the official report they signed and submitted after reviewing the files, visiting the premises, and interviewing Softcare's managers, was prepared in accordance with the
current regulatory procedures.
According to them, the said report contradicts the content of the cell's statement and confirms again without ambiguity "the non-conformities noted during the previous inspection, in particular the presence of expired raw materials in the manufacturing process of diapers and sanitary napkins intended for the population".
In this regard, the team of pharmacist inspectors reminds us that only technical reports validated by the competent DISV are valid before the law and in the evaluation of the conformity of pharmaceutical establishments to preserve the health of the population and guarantee the quality, efficacy and safety of products.
Consequently, the pharmacist inspectors confirm that the product recall remains in effect until the factory is brought into compliance. They also reiterate their commitment to protecting public health.
