Tensions in the health sector: the alliance of independent health unions announces a new action plan for March.

Tensions dans le secteur de la santé : l’alliance des syndicats Autonomes de la Santé annonce un nouveau plan d’actions pour mars.

The social crisis in Senegal's health sector has taken a new turn. The And Gueusseum union has announced an eighth action plan marked by an intensification of the protest movement, denouncing the authorities' attitude towards its demands.

In a press release issued in Dakar on February 28, 2026, the trade union organization strongly criticizes the Minister of Health and Public Hygiene, Ibrahima Sy, whom it accuses of ignoring the efforts made by health workers as well as the commitments made by the State.

A persistent climate of frustration

According to And Gueusseum, several steps have been taken since January 2025, notably during a national tour that brought the minister to Ziguinchor, where union representatives claim to have provided detailed data on the country's socio-health situation. The union also points out its active contribution to vaccination campaigns against several diseases, with results deemed satisfactory.

However, officials are now denouncing salary deductions applied to striking employees, which they describe as pressure tactics and unilateral arbitration.

The statement also mentions the lack of response to requests for meetings addressed to the authorities, including the President of the Republic, Bassirou Diomaye Faye. And Gueusseum believes this situation contributes to maintaining a tense social climate within the healthcare sector.

An eighth action plan to intensify mobilization

Faced with this deadlock, the union announces a series of actions planned throughout March 2026:

• Departmental general mobilization assemblies from March 1st to 30th in all sections.

• Series of weekly rolling strikes on March 5, 6, 12, 13, 26 and 27 throughout the entire health pyramid.

• Boycott of administrative meetings and coordination and supervision activities from March 12 to 30.

• Evaluation of the movement scheduled for March 31 in Dakar.

Despite this announced intensification, the union affirms that it will maintain respect for medical emergencies, while calling on the Government of Senegal to open negotiations in order to avoid a prolonged paralysis of the health system.

This new social standoff comes at a time when demands related to clearing social liabilities and improving working conditions remain central to the concerns of healthcare staff.
