80 millions F CFA pour des terrains fictifs : arrêtée par la DIC, une agente des Domaines brandit une décision de Sonko
MA Lô, a land registry agent, was brought before the Dakar prosecutor's office on charges of fraud last Tuesday. She was arrested by the DIC (Criminal Investigation Division) following a complaint filed by H. Kouédou. Kouédou accuses MA Lô of defrauding her and her sisters in the sale of two plots of land in the Plateau district for 80 million CFA francs.
The story dates back to 2023. Both parties agreed on the price, and the Kouédou sisters paid the land registry agent 30 million as a deposit. The balance was to be paid after the title deeds were handed over.
The initial deadline having long since passed, the plaintiffs are requesting the return of their deposit. Despite several reminders, there has been no response. The Kouédou family has filed a complaint with the DIC (Criminal Investigation Division).
When questioned by investigators, MA Lô admitted the facts, but cited the decision of Prime Minister Ousmane Sonko, temporarily suspending the issuance of property titles in certain areas in Dakar and in the interior of the country, to justify the breaches of his word.
The tax agent added that she faced the same problem when she offered her victims an alternative tax base in Mamelles. Unfortunately for her defense, as Libération, which reported the story, points out, she was unable to produce documents proving she was legally entitled to transfer ownership of the land in question.
Worse still, the newspaper continues, MA Lô did not respect his commitment, approved by the plaintiffs, to repay the 30 million CFA francs in three installments, between April 10 and 30.
