Administration pénitentiaire : Un bilan en progrès et des perspectives ambitieuses pour un système plus humain et performant
To mark the 66th anniversary of Senegal's independence on April 4, 2026, the Penitentiary Administration took the opportunity to present a structured review of its activities and outline the main directions of its transformation. Highlighting concrete progress, persistent challenges, and stated ambitions, the institution demonstrates its commitment to building a more modern, efficient, and socially reintegration-focused penitentiary system.
In terms of achievements, several significant advances have been made in recent years. Improving prison conditions is a priority, with the daily allowance for inmates now set at 1,300 CFA francs. This measure is accompanied by the recruitment of professional cooks to ensure meals meet standards, reflecting a commitment to further humanizing prison care.
Efforts have also focused on infrastructure. Rehabilitation and expansion work has been carried out in several prison facilities, while new structures are under construction, notably in Sébikhotane and Fatick.
The improvement in accommodation conditions also resulted in the provision of essential equipment such as mattresses, fans and air extractors.
With a view to rehabilitation, the Prison Administration has developed innovative initiatives aimed at transforming the prison environment into a space for learning and production. The bakery at the Liberté 6 Penal Camp, the Pennypro production unit launched during the Covid-19 pandemic, and the dairy production activities in Sébikhotane illustrate this focus on empowering prisoners.
Significant progress has also been made in criminal policy. More than 5,000 sentence adjustments have been granted, including parole, sentence reductions, and presidential pardons.
Meanwhile, literacy and vocational training programs benefited more than 7,000 prisoners in 2025, exceeding the targets set.
Human capital is also a priority. Over 60% of prison officers received training in 2025, covering strategic areas such as intelligence, administrative management, and security. A statutory reform project is underway to improve their working conditions and modernize their environment.
Despite these achievements, major challenges remain. Prison overcrowding is still a central problem, exacerbated by the slowness of judicial procedures and the still limited use of alternatives to incarceration. The shortage of human resources also hinders the system's effectiveness.
Faced with these challenges, the outlook is one of profound transformation. The Prison Administration intends to accelerate the implementation of its strategic plan, focused on recruiting new staff, strengthening capacities, acquiring modern security equipment, and continuing reintegration programs.
The digitalization of the prison system is among the priorities, with the implementation of an integrated management system aimed at improving the traceability, transparency, and efficiency of procedures. Infrastructure strengthening will also continue, with the goal of reducing overcrowding and improving detention conditions.
Furthermore, the institution aims to further promote alternatives to incarceration in order to alleviate overcrowding in prisons and foster a more balanced justice system. Initiatives supporting juvenile detainees, particularly through sports and certified training, will also be strengthened.
Thus, beyond the celebration, April 4, 2026, will have served as a pivotal moment for the prison administration. Between encouraging results and structuring perspectives, the institution reaffirms its commitment to evolving towards a more humane, more efficient model, resolutely focused on dignity and social reintegration.
