AGEROUTE : Cheikh Ahmed Tidiane Thiam dénonce les agissements du DG Moustapha Fall et interpelle le tandem Diomaye-Sonko
The Director of Human Resources at AGEROUTE Senegal, Cheikh Ahmed Tidiane Thiam, who is also the President of the "Sénégal Moniou Niorr" Movement and a leader and member of the presidential coalition, has broken his silence to publicly denounce the "actions and abuse of power" of the Director General, Moustapha Fall, since his appointment in December 2025. Speaking to the press this Wednesday, May 13, 2026, in Dakar, the politician sought to draw the attention of the President of the Republic, Bassirou Diomaye Faye, and the Prime Minister, Ousmane Sonko, to this situation which, according to him, is negatively impacting the governance of the company.
"Exceptional situation, exceptional measures"
Sheikh Ahmed Tidiane Thiam decided to speak publicly in his two capacities: Director of Human Resources at AGEROUTE and President of the "Sénégal Moniou Niorr" Movement, as well as leader and member of the presidential coalition. He believes that "an exceptional situation" requires "exceptional measures."
“Today, when situations that have never happened before begin to occur, naturally it calls for our responsibility and our duty to be able to face them. To face them first of all the Head of State, to face them the Prime Minister, to face them also the Minister of Infrastructure who provides our technical supervision but also to take the Senegalese people as witnesses,” he stressed.
"23 internal memos published without any consultation"
He adds: “There are indeed situations that call for our responsibility. Our responsibility, not only as a member of the management committee. Human resources director, in an organization, is not just anyone, especially when that person has recruited more than half of those in the organization, and when that person has been at the head of human resources for 10 years. So naturally, this gives me full legitimacy to be able to address certain issues.”
According to Mr. Thiam, "since his appointment in December 2025, Director General Moustapha Fall has issued 23 internal memos without any consultation whatsoever." "How can you understand, in a department like AGEROUTE, a Director General who said, 'If you see me doing anything that isn't normal, tell me,' and then two days later tells me, 'I'm going to make some changes'? I told him okay because it falls within his discretionary power. I said, 'But when you finish, we'll discuss it.' Because, it's possible, indeed, that he makes decisions without consultation," explained the HR Director.
“I’m telling you, in these four or five months, we’ve accumulated 23 internal memos. How can you understand that someone who just took up their post, who was indeed already within the company but had hardly ever worked with many of the people they replaced, didn’t give themselves the time to work with them and then criticize them—whether it’s regarding their competence or something else—in a very objective way, as a model leader would. But instead, they come in and start putting people in extremely uncomfortable situations. So, it’s very unfortunate for us to have to witness this so far. People are being demoted, and for three months, nothing has been done to them. So-and-so replaced so-and-so, and for three months, that person hasn’t received a single memo,” the HR Director thundered, adding that this is in total violation of labor laws. He denounced this injustice against Senegalese employees, without any stated reason, as a purely subjective decision.
The HR Director of AGEROUTE also revealed that, because of these actions and the short-sighted management of CEO Moustapha Fall, some competent employees are starting to leave the company.
Two V8s used as company cars plus a total monthly allowance of 600,000 FCFA
Regarding compliance with legal and regulatory provisions, Mr. Thiam reports that the current Director General of AGEROUTE has blatantly disregarded them. He adds that, since taking office, the Director General has consistently used the company vehicle, a V8, despite receiving a monthly allowance of 600,000 FCFA. Furthermore, the HR Director reveals that the Director General also uses another AGEROUTE V8 to transport his family. He considers this a flagrant and obvious violation of these regulations.
Refusal to declare his assets
Regarding the declaration of assets, the HR Director says he sent a memorandum on March 27 to remind the CEO of the provisions of Law 2025-13 relating to the declaration of assets, but so far Moustapha Fall has not yet asked him for proof of income, in particular his salary, even though he should do so three months after he took office.
A protocol that harms the State of Senegal to the tune of nearly 3 billion, signed without discussion with the supervisory authority.
To this, Mr. Thiam adds that the Director General, Moustapha Fall, the day after taking office, signed a protocol that his predecessor had not signed because it would cost the State of Senegal approximately 3 billion CFA francs. He made this decision without discussing it with the supervising minister or the Minister of Finance. "Some time later, when he was informed of his mistake, he realized he had made a serious error. He tried to write to the construction company to reverse it. But it was too late because the protocol had already been sent to ARCOP (the Public Procurement Regulatory Authority)."
A contract worth over 100 million to renovate the Yoff Tonghor footbridge
Finally, the human resources director of AGEROUTE reported that, with regard to the Yoff Tonghor footbridge which was hit by a truck a little over a year ago, the Director General Moustapha Fall, instead of asking the company to hand it over for free because it made extremely large margins in the construction, simply decided to make a contract which will cost the State more than 100 million FCFA.
