ARCOP : Babacar Ba dénonce un « conflit d’intérêts » après la nomination d'Allé Nar Diop
The appointment of Allé Nar Diop to head the Regulatory Board of the Public Procurement Regulatory Authority (ARCOP) constitutes "a clear conflict of interest" and "undermines the institution's credibility." This, at least, is the position expressed on Tuesday, April 28, 2026, by Babacar Ba, president of the Forum of the Justiciable.
In his publication on X, Babacar Ba questions the accumulation of functions between the position of economic advisor minister to the presidency of the Republic, held by Aly Nar Diop, and the presidency of the ARCOP regulatory council.
According to him, this situation compromises the requirements of independence and neutrality that should guide the functioning of the public procurement regulatory body.
He emphasizes that the functions of member and chairman of the ARCOP regulatory board are, in fact, incompatible with those of minister-advisor, due to the direct link with the Executive.
In this regard, Mr. Ba recommends the replacement of Allé Nar Diop as a member and chairman of the ARCOP Regulatory Council and of the Dispute Settlement Committee (CRD).
