The Ministry of the Armed Forces' (MFA) 2026 draft budget is set at 437,946,280,405 FCFA in commitment authorizations (AE) and 338,389,760,405 FCFA in payment appropriations (CP). "This level of funding reflects the State's commitment to maintaining and strengthening the defense, security, and intervention capabilities of the Senegalese armed forces," according to the committee review report.

The budget in question is currently under review in plenary session. It is structured around four main programs which cover administrative management as well as operational missions, public safety and industrial and commercial activities.

Over 134 billion for steering and management

Program 1002, dedicated to steering, coordination, and administrative management, has a budget of 134,945,942,349 FCFA in commitment appropriations (AE) and 36,293,832,349 FCFA in payment appropriations (CP). Specifically, this program includes 1,474,528,000 FCFA for personnel expenses, 2,156,806,682 FCFA for goods and services, 4,559,480,000 FCFA for current transfers, 125,755,127,667 FCFA in AE and 27,103,017,667 FCFA in CP for government investments, and 1,000,000,000 FCFA for capital transfers. These funds will primarily be used for the ministry's strategic management and the financing of major investment projects.

Defending the territory remains the priority.

The 2005 program, dedicated to the defense of the national territory, constitutes the largest item in the budget, with 191,245,223,694 FCFA in commitment appropriations (AE) and 191,025,223,694 FCFA in payment appropriations (CP). It includes, in particular, 143,025,508,052 FCFA for personnel expenses, which represent the largest share; 24,844,715,642 FCFA for goods and services; and 23,375,000,000 FCFA in AE and 23,155,000,000 FCFA in CP for investments intended to strengthen the operational capabilities of the armed forces. This program reflects the emphasis placed on securing the territory and maintaining a defense posture adapted to current security challenges.

111   Billions of CFA francs for public safety and maintaining order

The 2008 program, dedicated to public safety and law enforcement, has a budget of 111,605,114,362 FCFA in commitment appropriations (AE) and 110,920,704,362 FCFA in payment appropriations (CP). These resources are allocated as follows: 94,969,339,138 FCFA for personnel expenses, 9,791,675,224 FCFA for goods and services, and 6,844,100,000 FCFA in AE and 6,159,690,000 FCFA in CP for investments. This component aims to support law enforcement operations and the protection of the population throughout the national territory. Finally, program 3002, relating to industrial and commercial operations, has a budget of 150,000,000 FCFA in both AE and CP, intended exclusively for goods and services.

It should be noted that the budget is characterized by investment and security. With a total of nearly 438 billion FCFA in spending authorizations, the 2026 budget of the Ministry of the Armed Forces emphasizes strengthening the country's defense capabilities, modernizing infrastructure and equipment, improving governance and management of the sector, and supporting public safety missions. It thus confirms the central role of the armed forces in preserving national stability and security.
