The case of homosexuals and the deliberate transmission of HIV/AIDS has brought the debate on the criminalization of homosexuality back to the forefront. The current government, which had promised it during the presidential campaign, has announced a bill aimed at increasing penalties for homosexuality.
This bill aims to amend Article 319 of the Penal Code to precisely define unnatural acts and increase penalties. If the bill reaches the National Assembly, El Malick Ndiaye will not be an obstacle.
Just under a year ago, the Speaker of the National Assembly asserted that he would not block its criminalization. "The criminalization of homosexuality is a national demand and a campaign promise. On homosexuality, I have been clear: either it will be pursued with the executive branch, or we will need to see members of parliament who will champion the proposal. I will not block the law on the criminalization of homosexuality," declared El Malick Ndiaye.
It's worth recalling that in 2022, the National Assembly's bureau rejected a bill criminalizing homosexuality, introduced at the time by MP Mamadou Lamine Diallo. This time, the bill is expected to pass, particularly in light of the scandal involving the deliberate transmission of HIV/AIDS that has rocked the country for several days.
