Crise à l'UCAD : le COLEV-DOCAGEMS dénonce la « violence d'État » et exige des réformes structurelles
The joint body comprising the Collective of Temporary Staff and the Network of PhDs and Doctoral Candidates Employed by the State (COLEV - DOCAGEMS) expressed its profound dismay following the death of a student at the social campus of Cheikh Anta Diop University of Dakar (UCAD). According to this organization, this brutal death occurred during a police intervention, bringing the number of students killed in a single decade to three, not counting the numerous wounded. The collective deplores a recurring pattern in which state violence is unleashed with ferocity whenever students voice demands deemed legitimate.
The COLEV-DOCAGEMS collective is particularly critical of the systematic use of defense and security forces, citing Law 94-79 on academic freedoms. According to the collective, the context in which this law was passed is now outdated, as it was established in the 1990s to support structural adjustment programs in the face of opposition from teachers and students. The information note specifies that it is now unacceptable to keep universities under an adjustment regime or to impose budget cuts on scholarships, while reforms to improve study and research conditions are slow to materialize.
Faced with this repressive trend, the group calls on the rector and his academic council to prioritize alternatives to force and the requisitioning of security forces. It urges the Senegalese state to foster inclusive dialogue, safeguard students' achievements, and ensure the safety of the entire university community, including faculty and administrative staff.
As a long-term solution, COLEV-DOCAGEMS is calling on the government to accelerate the implementation of the reforms stemming from the ANTESRI program. The group also emphasizes the need for a large-scale recruitment of temporary lecturers to address the teacher shortage. This lack of personnel is identified as a major cause of disruption to the academic calendar, which directly impacts the management and disbursement of scholarships.
