ARP agents denounce unpaid social security contributions dating back to 2024

Des agents de l’ARP dénoncent des cotisations sociales impayées depuis 2024

Tensions are rising within the Senegalese Pharmaceutical Regulatory Agency (ARP). In a press release, the sections of the Autonomous Union of Doctors, Pharmacists and Dental Surgeons of Senegal (SAMES) and the Unified Union of Health and Social Action Workers (SUTSAS) are raising the alarm about a situation deemed "worrying".

According to the unions, the General Directorate of the ARP has not made any social security contributions since August 2024. This includes the Social Security Fund (CSS), the Retirement Provident Institution of Senegal (IPRES) and the National Retirement Fund (FNR).

Union officials denounce a justification based on "cash flow problems", which they consider hardly credible given the massive recruitment carried out at the same time.

The press release recalls that in December 2025, during a meeting with social partners, the agency authorities had stated that they were up to date with social security contributions.

However, after checks, the unions claim that the ARP would be indebted to social institutions, which would place it in violation of Senegalese legislation.

Workers' representatives warn of the impacts of this situation: uncertainties about pensions, weakening of social security for families, jeopardizing the social rights of employees.

They denounce "bad governance" and believe that this situation undermines the dignity of workers.

Faced with what they describe as a serious situation, the unions are demanding the immediate regularization of contributions, respect for the social obligations of the State and the agency, and the protection of the rights of the agents.

They warn that non-payment could engage the long-term social and legal responsibility of the ARP.

    Et pourtant cette structure n'a pas des centaines d'employés ou des milliers d'employés. Sûrement des errements d'un DG mal conseillé par un DRH où Chef comptable incompétents en matière de connaissance de législation sociale en la matière. Restant 2 ans sans payer des cotisations sociales, il ya aussi de quoi décerner un carton jaune foncé à la CSS et à L'IPRES pour passivité de contrôle sur le terrain. Bravo aux milliers d'autres entreprises citoyennes qui, malgré la conjoncture économique difficile continuent de payer leurs cotisations normalement.
