« Double irrégularité » : l’Arcop freine la Lonase
In its edition of Friday, September 12, Les Échos reports that the Public Procurement Regulatory Authority (Arcop), through its Dispute Resolution Committee (CRD), has highlighted "serious irregularities" in two contracts concluded by Lonase for the supervision of gambling: one with Afitech in 2020 and the other with Paymetrust in 2025.
The CRD investigation was launched following a referral from the citizens' collective "Jub Jubal Jubanti", among others, denouncing the absence of a call for competition for the contract concluded with Paymetrust, perceived as a breach of the principles of transparency, the same source said.
The newspaper specifies that the CRD noted a "double irregularity":
The initial contract with Afitech did not comply with mandatory procedures, in particular the lack of prior notice from the DCMP and a feasibility report. The contract with Paymetrust was concluded without a call for competition, in violation of the principles of transparency in public procurement.
Although the issue of Afitech's contractual exclusivity was deemed outside its jurisdiction, Arcop reclassified the two contracts as public service delegations, stressing that they had to comply with the Public Procurement Code and the law on public-private partnerships (PPP).
As a result, Lonase is ordered to relaunch a compliant procedure within six months, adds Les Échos.
