FADP 2025 : 164 dossiers approuvés sur 241 selon Habibou Dia

At the press conference dedicated to the 2025 management of the Press Support and Development Fund (FADP), held on Tuesday, April 7, Habibou Dia, Director of Communications at the Ministry of Communication, Telecommunications and Digital Affairs (MCTN), revealed that a total of 241 applications had been received, 164 of which were approved, in addition to specific requests from governance bodies such as CORED, as well as public media outlets. This momentum, he stated, reflects "the sector's sustained interest in this support mechanism."

Specifically, 165 applications were submitted via the online platform, compared to 76 physical submissions. Of the applications submitted online, 80% were deemed eligible and validated, representing 132 applications.

On the other hand, physical deposits show more modest performance, with 29 media declared eligible, representing 38.15% of the cases concerned.

Habibou Dia also highlighted several recurring shortcomings that affected the eligibility of the applications. The first concerns tax and social security compliance, with deficiencies noted particularly with regard to IPRES (the Senegalese Social Security Institute) and CSS (the CSS, the French Social Security Fund). This is compounded by the failure to provide at least five compliant employment contracts, as well as the absence, in some cases, of a publishing director or editor-in-chief. Another irregularity involves the sharing of administrative documents between separate publications belonging to the same media group. "In these specific cases, only the publication requesting the highest amount was selected," the official explained.

Faced with these difficulties, the Ministry of Communication, Telecommunications and Digital Affairs (MCTN) has approached several institutions, including the Ministry of Finance and Budget, IPRES, CSS, and SODAV. This is to streamline certain administrative procedures and consider moratoria to facilitate the issuance of the clearances necessary for eligibility.

L'argent en plus risque d'aller dans les comptes des Patrons. CSS et IPRES couverture sociale des salariés dont bcp sont non déclarés, oubliées.
