Focus on job creation and training measures for the local labor market, with an additional perspective on employment opportunities in Germany
The Investment for Employment Facility has launched a new call for proposals in Senegal. Private companies, as well as public and non-profit organizations, can apply for co-financing grants. To be eligible, investment projects must create jobs in the private sector. The application deadline is June 1, 2026. This call for proposals focuses on job creation in the national labor market (the "job creation" component) and offers optional additional grants for training measures aimed at improving the quality of training in line with local labor market needs, with the potential prospect of employment opportunities in Germany.

The job creation component supports investments aimed at generating sustainable jobs in partner countries and helps remove barriers to investment. This includes investments in production units, equipment, skills development, and workforce training related to the planned job creation project.
The call for proposals seeks applications for four types of projects:
1. Non-profit projects (without any revenue generation): The Facility covers up to 90% of investment costs.
2. Non-profit projects (with revenue generation):
The Facility covers up to 75% of investment costs.
3. Profit-making projects (the majority of new jobs are created within third-party entities): The Facility covers up to 35% of investment costs.
4. Profit-making projects (the majority of new jobs are created within the applicant's entity/entities): The Facility covers up to 25% of investment costs.
The Facility awards grants ranging from €800,000 to €10 million per project for the job creation component. The IFE only co-finances mature projects that have not yet started and that offer reasonable prospects for operational and financial viability. This is a project co-financing arrangement, with applicants contributing their own funds.

New in 2026: In addition to the job creation grant, applicants can apply for co-financing for training measures aimed at improving the quality of training for a skilled workforce, primarily for the domestic labor market, with the added prospect of potential employment opportunities in Germany. While the "job creation" component is open to all sectors, this component specifically targets the following sectors: primary and secondary construction, the metal and electrical industries, education and social services, food processing, transport and logistics, information technology, and the hotel and restaurant industry. Eligible activities include, for example, the construction, renovation, and equipping of training infrastructure (buildings, classrooms, and workshops), as well as language training or technical development tailored to labor market needs. Concept notes that include this component will be given priority in the evaluation process.
Application process: Applications for projects in Senegal can be submitted from March 20 to June 1, 2026. Initially, the IFE will conduct a pre-selection based on the submitted project proposals. Subsequently, shortlisted candidates will be invited to submit detailed project proposals, which will then undergo a thorough evaluation. Successful candidates will be offered a grant agreement.
