Marché litigieux : l’ARCOP conforte la Lonase
ARCOP has ruled in favor of Lonase in its dispute with ITC and Trans Afrique, two companies contesting the rejection of their bids for the thermal insulation coil supply contract. According to Libération, which broke the story, the public procurement watchdog believes that "the non-conformity of the samples provided [by the complainants], particularly regarding the internal diameter of the coil and, in the case of Trans Afrique, the lack of separate identification of samples by batch, constitutes a deficiency preventing the technical conformity of the bids from being established."
The newspaper reports that Lonase had divided the contract into three lots. After receiving and evaluating the bids, it awarded the first lot to SODIC (25.9 million CFA francs) and the second (67.3 million) and third (139.5 million) lots to SESA. Upon receiving notification of the decision, ITC and Trans Afrique initially filed an informal appeal with Lonase to contest the awards. When the lottery company maintained its position, the unsuccessful bidders then turned to the public procurement regulator, filing a formal legal appeal.
Unfortunately for them, their combined requests will be rejected. "ARCOP considered that the coils relating to the inner diameter of the mandrel, as provided for in the tender documents, constitute essential and disqualifying technical requirements which any offer must imperatively comply with," reports Libération.

Sinon expliquez moi comment une personne ayant mise par exemple 300fcfa pour un tierce ou quarte ou bien qui ait misé 500f pour un bonus 4 ou 5 ou 6 et meme 7 gagne 1000f et se retrouver finalement avec juste 800f apres lui avoir defalqué ces 20%?
Donc c est miser 500f ,avoir un gain de 1000f ,tu lui arraches un 20% et le laisser juste avec 800F?
Donc jouer 500f pour juste avoir un benefice de 300f? Et si ce dernier perd? Ne serait il Pas normal et logique de faire la reciprocité en lui remboursant aussi les 20% du montant qu il avait misé?
Pourquoi ne Pas imposer ces 20% pour les gains superieurs ou egaux a 500.000f?
En resumé ,jouer maintenant avec la lonase est devenu pour moi tirer son argent par la fenetre car Avant le slogan etait ,les beneficies pour les souscripteurs mais maintenant devenu le contraire,les benefices sont pour la lonase.
