Mbaye Dionne : “Le PSD est la clé pour régler définitivement l’enclavement du monde rural”
MP Mbaye Dionne reminded the National Assembly and the Minister of Infrastructure of the strategic importance of the Special Program for Rural Development (PSD) for the rural world.
According to him, "the PSD covers nearly 80% of the country's rural infrastructure needs, with particularly ambitious planned achievements: 2,700 km of paved roads, 300 km of surfaced tracks, 150 km of urban roads, as well as the mobilization of 60 Senegalese SMEs and the creation of 50,000 jobs. The total announced financing amounts to 453 billion CFA francs excluding taxes."
Mbaye Diane acknowledges that some may question the financial arrangements, but maintains that the project itself is perfectly legitimate. "Everything has been signed. There is no room for doubt regarding this project," he insisted.
He invited Minister Déthié Fall to find ways to revive the PSD, believing that its implementation would definitively solve the problem of isolation.
He pointed out that the project had been designed by technicians still working at the ministry, which he said was proof of its technical and economic soundness.
Finally, the MP urged the government to convince the English bank involved in the financing, warning that breaking a contract could cost much more.
On another point, he doubts the relevance of Promovilles and PUCD. In his view, these projects should not be financed with public funds.
