Médias: Le CDEPS se dresse contre la convocation de Ibrahima Faye et défend le droit d’enquêter
The Council of Press Broadcasters and Publishers of Senegal (CDEPS) expressed its full and unreserved support for journalist Ibrahima Lissa Faye, summoned to the Urban Security in connection with his positions on the management of the Press Support and Development Fund (FADP).
In a statement released on Monday, March 30, 2026, the organization expressed its deep concern regarding this summons, which it places within a context of tensions surrounding press freedom. It reiterated that critical analysis of the management of public resources falls squarely within the scope of journalism and freedom of expression.
The CDEPS believes that the journalist's claims are based on verifiable data, calling for a transparent public debate rather than intimidation tactics. It therefore condemns any attempt to exert pressure to silence critical voices within the profession.
Furthermore, the organization draws attention to imbalances that it considers worrying in the distribution of the FADP for the year 2025. Out of a total budget of 1.9 billion FCFA, more than 42% of the resources would be allocated to public media and governance structures, including the Senegalese Press Agency (APS), Le Soleil and the Senegalese Radio and Television Broadcasting (RTS).
According to the press release, the private press would only receive 36% of the overall budget, in a context marked by the scarcity of advertising resources and the reduction of agreements with the State, further weakening the sector.
The CDEPS also mentions a reallocation of approximately 40 million FCFA to the benefit of the Maison de la Presse, which is not based on any clearly established regulatory basis, raising questions about its legality and its compliance with the principles of good governance.
In light of these findings, the organization calls for the detailed publication of the beneficiaries of the FADP as well as the allocation criteria, and requests the opening of an independent audit on the management of the fund.
Finally, it reaffirms that freedom of the press remains inseparable from the material conditions of its exercise, believing that pressures on journalists, combined with the economic weakening of press companies, could affect the balance of democratic debate.
