Ouakam : faux visa à 25 000 F CFA, faux passeport diplomatique à 50 000 F CFA ,5 arrestations dont 3 Nigérians
The National Division for Combating Migrant Smuggling (DNLT) presented five suspects to the Judge in charge of the 5th Investigating Chamber of the Judicial Pool, prosecuted for criminal association, attempted migrant smuggling, document fraud, identity theft and complicity in these charges.
These are P. David, 56, a teacher, of Nigerian nationality; JK Akinwoke, 39, a businessman, of Nigerian nationality; O. Ayodeji, 63, a trader, of Nigerian nationality; AB Diène, alias "Savant", 44, unemployed, of Senegalese nationality; and I. Mbaye, 43, a tailor, of Senegalese nationality, according to Seneweb sources.
The Lima-Sierra operation
On February 14, 2026, the DNLT launched "Operation Lima-Sierra" with the objective of dismantling one of the largest counterfeiting networks operating in Dakar. Following the meticulous analysis of operational intelligence, investigators traveled to Ouakam, where they located an apartment being used as a clandestine workshop for the fraudulent production of travel documents.
The operation led to the arrest of four individuals in possession of suspicious documents, including Senegalese and Congolese passports bearing counterfeit visas. The ringleader, AB Diene, alias "the Scientist," was discovered in a bedroom of the apartment, sitting in front of a working computer, altering a woman's photograph, an operation clearly intended for the fraudulent production of a visa sticker.
A search conducted at the premises in the presence of the suspects led to the discovery and seizure of a significant amount of equipment, revealing the industrial scale of the network. Investigators notably seized passports of various nationalities: Senegalese, Malian, Congolese, Ivorian, Malagasy, and French, as well as entry visa stickers for Canada, the United States, and the Schengen Area, some already produced and others in the process of being modified.
Also seized were laptops containing sticker mock-ups, entry and exit stamps reproducing those of several airports in Africa and Europe, software specializing in retouching official documents, blank stickers, security paper, blank national identity card stubs, two multifunctional printers, a laminator, passport binding and sewing equipment, a dry stamp labeled "Republic of Guinea-Bissau", a "Docu-Box" type device for verifying the authenticity of documents, as well as USB keys and various office supplies.
The confessions of those involved
When questioned about a Congolese passport bearing a forged Schengen visa found in his possession, P. David, a 56-year-old Nigerian teacher, stated that the document had been given to him by a Congolese national named "Bilal" for the purpose of having forged airport stamps affixed to it, in exchange for 10,000 CFA francs. He specified that he had enlisted the services of AB Diène, whom he met through O. Ayodeji, to do so. He also admitted to being a member of the network, receiving an average of three files per month for forgery.
O. Ayodeji, 63, a Nigerian businessman, initially tried to deny any involvement before cracking under the weight of the evidence and the contradictions in his statements. He finally confessed to his role in the network, specifically supplying blank stickers to clients based in Guinea-Bissau. He solicited the services of the "Savant" (a nickname for a con artist) for 50,000 CFA francs per forged document, which he then resold for between 60,000 and 70,000 CFA francs, thus making a substantial profit.
The investigations also made it possible to establish the network's price list: a blank Senegalese identity card was sold for 45,000 CFA francs, visa washing and passport sewing for 30,000 CFA francs, the making of a Congolese diplomatic passport for 50,000 CFA francs, and the filling of visa stickers for France, Portugal, Spain, Canada, the United States and Nigeria for 25,000 CFA francs each, according to Seneweb sources.
A fifth suspect has been arrested.
The ongoing investigation led to the arrest of a fifth member of the network, I. Mbaye, 43, a tailor from Senegal, residing in Guédiawaye. The search continues actively to identify and apprehend the other members of the network who are still at large.
