Ousmane Sonko lance la grande réforme de l'ENA : ce qui va changer pour les futurs énarques !
The Senegalese government has taken a decisive step in modernizing its state apparatus. During Wednesday's cabinet meeting, the Prime Minister outlined the reform plan for the National School of Administration (ENA). More than just a technical adjustment, this reform is intended to be the cornerstone of the country's human capital transformation policy.
Recognizing the limitations of the current legal framework, dating from 2011, the Head of Government emphasized the urgent need to "reinvent the appropriate profile of the public manager." This overhaul aims to equip Senegal with human resources capable of implementing the public policies outlined in "Vision 2050," while preserving the historical role of schools as "a true engine of social mobility and a lever for national cohesion."
To successfully complete this project, a "comprehensive, proactive, inclusive, and integrated" approach has been adopted. A steering committee, under the supervision of the Minister Secretary General of the Government, will be responsible for formulating concrete proposals and engaging in consultations with all stakeholders.
Transition to LMD and the digital shift
The reform is not limited to legal and institutional aspects. It touches the very heart of education with a profound modernization of teaching materials. The Prime Minister notably announced the establishment of the "Distance Learning Institute (IFD)" and the ambition to "place digital technology at the center of teaching."
Among the major innovations, the ENA will now adapt to the "LMD system" (Bachelor's-Master's-Doctorate), with the opening of a "doctoral track". This academic transformation, coupled with a new configuration of departments and a rationalization of financial resources, aims to make the institution a driving force of "modernity and performance" in service to the State.
