PACASEN : Guy Marius Sagna interpelle le gouvernement sur l'avenir du programme de gouvernance Territoriale
MP Guy Marius Sagna of the 15th legislature addressed a written question to the Senegalese government concerning the future of the Support Program for Municipalities and Agglomerations of Senegal (PACASEN) , which is coming to an end in December 2026.
In his correspondence, the elected official shares his concerns about the worries that this situation is causing among certain citizens, particularly in the municipalities that have benefited from the program's achievements.
Five strategic questions for local governance
The MP structured his question around five major areas relating to the sustainability of the achievements of PACASEN and the empowerment of local authorities.
Continuity of PACASEN achievements
Guy Marius Sagna questions the government on the institutional and financial mechanisms planned to ensure the continuity of PACASEN's achievements after its closure. He cites the example of Bignona, a municipality that has demonstrated high performance in local governance thanks to the program.
A PACASEN 2 in perspective?
The parliamentarian wants to know whether the State is considering a "PACASEN 2" type program. If so, he asks for details on the implementation schedule and the priority objectives that would be targeted.
Reforms for the financial autonomy of local authorities
The elected official is interested in the reforms planned to ensure more robust financial autonomy for local authorities. He mentions two avenues in particular: broadening the local tax base and simplifying tax collection procedures.
Post-PACASEN technical support
Guy Marius Sagna also questions the continuation of technical support to municipalities after the end of the program. He asks whether the Ministry of Local Authorities or the Municipal Development Agency (ADM) will continue to provide support, particularly in the areas of participatory planning, budget transparency, and monitoring and evaluation.
Institutionalization of the Complaints Management Mechanism
Finally, the MP wants to know if the government plans to institutionalize the Complaints Management Mechanism (MGP) in all local authorities. This measure would aim to ensure the accountability of municipal executives to citizens.
A crucial issue for decentralization
This question comes at a pivotal moment for decentralization in Senegal. PACASEN, which has contributed to strengthening the capacities of many municipalities in the management of local affairs, is due to expire in 2026. The issues raised by the MP therefore touch on the core concerns of local governance stakeholders.
The government's response will be awaited with interest by local elected officials and citizens of local authorities who have benefited from the program.

Le pacasen est un élément du PSE que quelqu'un avait promis de jeter à la poubelle après l'arrivée de Fentef au pouvoir. Dou ngen rouss sakh!
Ah non Guy ! Le PACASEN c'est quand même Macky. Tu veux dire que ce programme est bon alors que nous avions dit aux sénégalais que tout est à jeter dans la politique de Macky. Ne fais pas la promotion du PSE s'il te plaît.
En plus, il fait la publicité de son frère Bakary Diatta, maire de Bignona. Ce type nous a trahi au pastef. Il a perdu tous les presidents de commission du conseil municipal. Il a son petit clan et tous ceux qui ont fait des sacrifices pour qu'il devienne maire sont devenus ses pires ennemis. A cause de son incompétence, les populations regrettent son predecesseur. Si le lobby de Bessire nous l'impose comme candidat aux prochaines élections locales, nous allons refuser. Son predecesseur avait mis le PACASEN sur les rails mais Bakary a tout foutu en l'air. Vraiment dommage.
