PAMBAL : Les raisons de l'arrestation du maire Lazard Lamine Thiaw
Arrested on November 13 by the Thiès Research Brigade, the mayor of Pambal (Tivaouane department) was brought before the prosecutor of the Financial Judicial Pool and then placed under a detention order on Friday, November 14.
According to Seneweb, Lazard Lamine Thiaw is involved in an alleged fraud case, linked to the sale of laterite in his commune, and to land malfeasance.
It has come to light that in 2023, this mayor was approached by the companies CSE, Arezki, and others, responsible for the construction of the Dakar-Tivaouane-Saint-Louis highway, to extract laterite from the area. Following consultations with landowners in the villages of Dougnane, Mbaraglou ogo, and Mbeciane, the extraction operations were able to begin.
It was in these circumstances that the mayor allegedly maneuvered to deceive these landowners.
According to our source, Lazard Lamine Thiaw allegedly sold the laterite to companies for 4 million FCFA per hectare and declared 3 million FCFA to the landowners, while explaining to them that the Senegalese government needed this laterite for the construction of the Dakar-Tivaouane-Saint-Louis highway.
And when in 2023 and 2024 the companies handed over the sums of 70 and 30 million FCFA respectively intended to pay the owners, the mayor allegedly did not respect this commitment.
Some landowners said they received nothing from the mayor, while others reportedly received crumbs compared to the number of hectares ceded.
Following this, an anonymous tip enabled the financial crimes unit to open an investigation, interviewing representatives of the companies involved, the three village chiefs concerned, landowners, and the mayor. These investigations led to the arrest of the mayor of Pambal, who was remanded in custody on Friday, November 14.
