During a four-day meeting dedicated to the development of the 2026 Annual Work Plan and Budget (AWPB), the Director General of the Municipal Development Agency (ADM), Dr. Mahmouth Diop, unveiled an ambitious roadmap aimed at achieving a technical execution rate of 90% and a financial execution rate of 80%.

Planning in the service of performance

In his opening remarks, Dr. Diop emphasized the crucial importance of planning for the success of ADM operations.

"Good planning is a prelude to the successful implementation of operations. Conversely, failure often stems from a lack of planning," he stated, emphasizing the need for a realistic and structured approach.

This meeting marks an important step in the life cycle of the Agency's main working instruments, including PACASEN, SERRP, PROGEP 2, ADEM 2, as well as the ongoing partnership dynamic.

Eight major strategic directions

The Director General outlined the ADM's main directions for 2026, structured around three main axes.

In terms of institutional and regulatory strengthening, ADM intends to assert its position on public policies through innovations in the Decentralization sector.   Also, support for the Act 4 Reform and the deployment of territorial hubs feature prominently.

Regarding technical and organizational development, territorial animation will be revived through the finalization and implementation of the Strategic Development Plan, the efficient execution of PACASEN/FA, and the capitalization and dissemination of the results of projects and programs.

Dr. Diop particularly emphasized the capitalization of results, announcing the deployment of a dedicated strategy with effective management.

Diversification of partnerships and mobilization of resources

The ADM aims to become a true financial instrument for the development of local authorities through several strategic initiatives. It will establish a partnership with the Ministry of Economy, Planning and Cooperation based on a hybrid public-private model, while simultaneously initiating an accreditation process with the Green Climate Fund. Furthermore, the ADM will collaborate with the FDSUT to promote digital inclusivity in local areas and will partner with the ILO to foster youth employment in 2026, the year declared by the Head of State as the International Year of Youth Employment.

An ambitious 2026-2030 action framework

This meeting also marks the beginning of the implementation of the 2026-2030 action framework of the ADM Strategic Development Plan. This plan promotes an integrated approach centered on disaster risk prevention and addressing climate change in its social and environmental dimensions, bridging infrastructure gaps through innovative financing, strengthening capacities and territorial governance, digital inclusion and territorial innovations, as well as partnership dynamics and institutional communication for development. In conclusion, Dr. Mahmouth Diop called for the unwavering commitment of all staff, emphasizing that this realistic planning involves the entire team.

"As captain of the ship, I will dedicate myself fully to this. I urge you to do the same," he said, expressing his confidence in the expertise and professionalism of his teams.

He also paid tribute to the technical and financial partners who have always supported the government in its policy of decentralization and urban resilience.

The objective is clear: to mobilize during this retreat to sustainably strengthen the position of ADM in the national and sub-regional space over the coming years.
