The And Gueusseum collective is escalating pressure on the Government. In a public statement, the National Directorate of the Asas And Gueusseum union has categorically rejected the idea of a white paper for justification, as mentioned in the Council of Ministers' communiqué of April 15, 2026.
The union organization argues that such a document cannot constitute an adequate response to the expectations of healthcare workers. It sees it rather as an attempt by the Government to "absolve itself" in the eyes of national and international public opinion. Instead, And Gueusseum demands "concrete deliverables" that materialize the residual agreements from the social liabilities inherited from the previous administration. The collective has thus set an ultimatum, stating these commitments must be translated into action by April 30, 2026.
In a related move, And Gueusseum announced the publication of a "Manifesto" in the form of a grey booklet on May 1, 2026. This document aims to denounce, "in red letters," alleged violations of international conventions, the Constitution, and laws and regulations concerning trade union freedoms and the right to collective bargaining, at both the governmental and employer levels.
The organization also did not hesitate to highlight what it calls "casting and governance problems" within the Ministry of Health and Public Hygiene. It laments a situation it describes as "decay," which it says is completely out of sync with the Senegal Horizon 2050 framework.
