The National Center for Local Public Service and Training (CNFPLF) must establish itself as a central pillar in the implementation of Act 4 of decentralization. This was the strong message delivered by Moussa Balla Fofana, Minister of Urban Planning, Local Authorities, and Territorial Development, during a panel discussion entitled "Human Resource Governance in Service of the National Transformation Agenda: Senegal 2050." This debate took place on Thursday, April 30, 2026, on the sidelines of the institution's open house.

For the minister, the Center must no longer be limited to its traditional functions. In the new territorial cluster framework, it must become a true incubator of territorial expertise, guaranteeing high standards of professionalization and acting as a catalyst for public innovation. Moussa Balla Fofana reiterated that the ambition of Act 4 is to transform territories into engines of structural growth.

However, he specified that this transformation remains conditional upon a major requirement: having a territorial human capital that meets current challenges, based on continuous skills development and the recognition of merit.

The ministerial analysis highlights a direct link between the performance of regional hubs and the quality of local government services. According to Mr. Fofana, there will be no tangible results without excellent local administration, which depends directly on a strong, modernized National Center for Vocational Training and Local Government (CNFPLF) fully integrated into the state's institutional framework. He thus sees this center as the essential technical arm for stabilizing governance and serving as a space for institutional mediation within this new framework.

The holding of this open house was also praised as an act of transparency and education. According to the minister, this commitment to openness aims to strengthen trust between the local government and its various partners. He stated that this initiative is part of a dynamic of co-constructing local public policies, perfectly aligned with the vision of territorial hubs promoted by the Senegal 2050 Agenda.

    Monsieur Fofana Balla Moussa, demandez svp à vos collaborateurs de vous faire part du travail des instituts comme ESEA et IGT ; vous avez déjà ces dits incubateurs de compétence bien formés qui sont laissés à eux même .
