Tivaouane : L'État et l'ONU au chevet des populations délocalisées de Ndary et Thissé 1
As part of monitoring the implementation of the National Action Plan on Business and Human Rights (NAP), the Ministry of Justice, through its Directorate of Human Rights (DHR), is currently carrying out a supervision mission in the relocated villages of Ndary and Thissé 1. These localities, located in the commune of Méouane in the department of Tivaouane, are the subject of particular attention following the resettlement processes linked to the industrial activities of the area.
This mission, organized for April 29 and 30, 2026, is being conducted in partnership with the Office of the United Nations High Commissioner for Human Rights (OHCHR), the United Nations Development Programme (UNDP), and the National Human Rights Commission (CNDH). According to Ms. Fatima Amar of the Human Rights Directorate at the Ministry of Justice, the main objective is to identify and build upon best practices in community relocation. This involves assessing on the ground whether the measures taken strictly adhere to the fundamental rights requirements of the affected populations.
Direct dialogue with local communities, territorial authorities, and representatives of the companies involved will allow for a precise documentation of both achievements and remaining challenges. This approach aims to formulate strategic recommendations to improve future resettlement processes in Senegal, in full compliance with the United Nations Guiding Principles on Business and Human Rights.
