Dakar court: A fake doctor used the letterhead of the Ouakam Military Hospital and issued medical certificates

The Dakar court of summary jurisdiction heard a case involving a fake doctor yesterday, Wednesday. Sacré-Cœur Massamba and Makouthbou Exaucé Kenny Ndalla, prosecuted for criminal conspiracy, illegally practicing medicine, impersonating a doctor, using forged administrative documents, and endangering the lives of others, were issuing medical certificates of temporary incapacity for work (ITT) using the letterhead of the Ouakam Military Hospital.

In this case, a complaint against persons unknown was filed on February 27, 2026, by the director of the Ouakam Military Hospital for forgery and use of forged administrative documents. According to the investigation, an individual was impersonating a doctor and issuing medical certificates bearing the military hospital's letterhead, even though he was neither known to the hospital nor affiliated with it.

The suspect was unmasked when the doctor at the Found Ever call center, located in Fann Résidence, received certificates with logos that appeared to be non-compliant. After verifying the information with the Ouakam Military Hospital, he immediately raised the alarm.

The investigation led detectives to Sicap Foire, then to Ouakam, where the two suspects were arrested on February 27 around 1 p.m., following a surveillance operation. A search of their home, conducted between 7 p.m. and 9 p.m., resulted in the seizure of a large quantity of medical equipment and incriminating administrative documents.

The inventory included, among other things, bottles and IV sets, a blood pressure monitor, hypodermic needles, and various pharmaceutical products (Lidocaine, Lasix, Ibuprofen, Brufen, Gaviscon, Imodium, paracetamol, etc.). Investigators also seized questionable medical prescriptions and certificates.

Placed in police custody on the same day, the suspects were brought before the public prosecutor at the High Court of Dakar at the end of the investigation.

When questioned, Sacré-Cœur Massamba denied impersonating an official, while acknowledging ownership of the seized equipment. Kenny Ndalla, for his part, denied any involvement in the matter.

The Ouakam Military Hospital, which had joined the proceedings as a civil party, was not represented at the hearing.

In his observations, the deputy prosecutor stated that the facts were established before requesting the application of criminal law. The defense, represented by Mr. Ibamar Diop, pleaded for leniency from the court.

At the conclusion of the proceedings, Sacré-Cœur Massamba was found guilty and sentenced to three months' imprisonment, suspended, and a fine of 500,000 FCFA. His co-defendant, Exaucé Kenny Ndalla, was acquitted due to lack of evidence.
