The Diabir Land Development and Disputes Monitoring Committee held a press conference to raise awareness of serious irregularities observed in the management of the neighborhood's land development project. Committee members stated that they have filed a complaint with the courts.

Lack of transparency

Malény Diédhiou, the spokesperson for the day, lamented that "despite several formal requests, we have received no positive response." According to him, the relevant departments have not provided any official documents, reflecting "a regrettable lack of transparency in the handling of this matter, which is of public interest."

A damning report

Faced with this silence, the committee conducted its own investigations. The resulting report highlights serious violations of Ministerial Decree No. 02-911 of September 3, 2021. Among the irregularities noted are the unilateral modification of the subdivision plan, the non-conformity of the current plan with the approved one, the disappearance of communal infrastructure, the illegal reduction of plot sizes, and the continuation of land sales and unauthorized construction despite the official suspension.

"These practices expose the neighborhood to serious risks of flooding and deprive residents of certificates of conformity," denounced Malény Diédhiou.

A complaint has been filed

The committee announced that it had filed a complaint against persons unknown last March with the public prosecutor at the Ziguinchor High Court. "Our action is not directed against any particular individual. It stems from a firm commitment to defend the public interest and protect the rights of the people," the spokesperson stated.

A passionate appeal to the authorities

Beyond the irregularities, the committee is demanding the restoration of green spaces, social infrastructure, and public facilities planned in the initial plan. "These spaces are not simply land reserves. They are essential to the life of the neighborhood and its harmonious development," Mr. Diédhiou insisted.

The committee calls on the authorities to "take all necessary measures to shed full light on the irregularities observed, to determine responsibilities and to restore the Diabir housing development in strict compliance with the law."

The spokesperson concluded: "Diabir is not a business. Diabir is a right. Uphold the law. State the law and let the truth be heard."
