Assemblée nationale : El Malick Ndiaye dresse le bilan d’un an d’activités de la 15e législature

The National Assembly held its opening plenary session of the 2025-2026 ordinary session on Wednesday, October 15, 2025. The meeting was attended by 134 members of parliament.

Following the election and installation of the new office, President El Malick Ndiaye invited the presidents of the parliamentary groups to submit before the next session the list of members proposed for the various standing committees, with a view to their ratification.

In accordance with Article 36, paragraph 2 of the Rules of Procedure, each committee has 35 members, with the exception of the Finance and Budgetary Control committee, which automatically includes the chairmen of the other committees.

The resumption of proceedings is scheduled for Friday, October 17 at 7 p.m. for the ratification of these lists. The deputies will then be called upon to examine several draft laws, including the initial finance law for 2026, already adopted by the Council of Ministers.

In his speech, El Malick Ndiaye took stock of one year of activities of the 15th legislature, installed on December 2, 2024.

According to him, the institution he found suffered from dysfunctions affecting its credibility and effectiveness. "Faced with this reality, we have initiated institutional reforms around three priorities: having clear texts, strengthening parliamentary control and improving the efficiency of legislative work," he declared.

The President of the Assembly also highlighted the modernization and digitalization of the institution, as well as a training program for deputies and administrative staff.

In one year, the 15th legislature adopted 21 laws, recorded more than 400 written questions addressed to the government, debated two current affairs issues, and increased the number of field missions. The average attendance rate is estimated at 85% in committees and 74% in plenary sessions. Two extraordinary sessions were also convened at the request of the President of the Republic.

On the diplomatic front, El Malick Ndiaye welcomed the renewed activity of parliamentary diplomacy, marked by the visit of several foreign delegations from Canada, Morocco and the United Kingdom, among others.

In this month of Pink October, the President of the National Assembly reaffirmed Parliament's commitment to the fight against breast cancer, calling for increased awareness and support for patients.

    Il faut cesser de voyager chaque semaine et commencer a travailler. Il y a tellement de lois a changer dans ce pays. Les juges ont les mains lie par des lois qui favorisent les detournements de fond publique et autres crimes qui ne sont que des delit en ce moment.
