APREF Forum: Disinformation and AI at the heart of concerns

Fifteen French-speaking states participated in the meeting of associations of prefects and state representatives of the Francophonie (APREF) this Friday, December 12, at the King Fahd Hotel in Dakar. The forum, organized by APREF, brought together prefects, governors, international experts, and members of the Senegalese government.

The event analyzed the growing influence of AI on public administration and social stability, around the central question: "the territorial representative of the State facing the challenges of artificial intelligence (AI)".

The official ceremony, presided over by the Minister of the Interior, Mouhamadou Bamba Cissé, set the tone for the urgency of the issue.

The president of APREF, Bassirou Sene, opened the proceedings by warning of the risks of manipulation enabled by AI. He cited recent examples of fake images of popular support used during coups d'état. "We have seen fake news created with AI in some countries where there has been a coup. That is why we felt it necessary to anticipate this with discussions around roundtables."

Mr. Sene stressed the need to strengthen cooperation between Francophone territorial authorities to prevent the risks of disinformation and ensure controlled use of digital technologies.

Mr. Bamba Cissé, for his part, presented Senegal's progress in its digital transformation: the establishment of dedicated structures.

The Minister noted that AI can become a powerful tool for anticipating crises, improving security and modernizing public services, provided it is governed by ethical and transparent principles.

Participants highlighted a dual challenge: harnessing the potential of AI to optimize territorial management, while protecting citizens from the dangers of disinformation and algorithmic opacity.

The meeting concluded with a joint call to build artificial intelligence that is "useful, responsible, and at the service of social cohesion," while strengthening solidarity and institutional links between [resources/entities].

La désinformation c'est ce que pratiquent tous les médias français depuis de très nombreuses années et ça s'est aggravé avec la volonté d'imposer le FN (RN pour ceux qui veulent !), et d'enterrer à jamais les vérités de LFI !
