Keur Massar : Ousmane Diagana inaugure les 50 km de canaux du PROGEP 2
The World Bank Vice President for West and Central Africa, Mr. Ousmane Diagana, visited the completed phase of the second phase of the Stormwater Management and Climate Change Adaptation Project (PROGEP 2) in Unit 9 of the Keur Massar Sud municipality on Wednesday, February 11, 2026. This large-scale project, financed by the World Bank to the tune of $318 million (over 175 billion CFA francs), aims to provide long-term protection for communities against the recurring floods that threaten the peri-urban areas of Dakar. It has enabled the deployment of resilient drainage infrastructure and strengthened urban planning in the most vulnerable areas.
In Keur Massar, the achievements are tangible and impactful. The project has enabled the installation of over 50 kilometers of primary and secondary drainage networks, the paving of more than 30 kilometers of roads, and the protection of approximately 1,330 hectares from flooding, directly benefiting nearly 220,000 people. In his address, Ousmane Diagana expressed his pride in collaborating with the Government of Senegal and local authorities to transform these investments into a more prosperous future. He emphasized that this infrastructure is the embodiment of a shared vision and the result of a collective effort that protects, builds, and unites.
The Vice-President also emphasized the importance of a community-based management approach, rooted in the Local Stormwater Management Committees (COLIGEP), to ensure the sustainability of these investments while creating employment opportunities for young people in maintenance and community engagement. For his part, the Director of the Municipal Development Agency (ADM), Mahmoud Diop, described these projects as strategic investments aimed at securing outlying neighborhoods and preserving economic activity. He reaffirmed the ADM's commitment to upholding standards of quality, efficiency, and transparency in the execution of the works.
The mayor of the Jaxaay-Parcelles municipality also praised the project as a symbol of resilience and determination, while thanking the residents for their active collaboration. The social dimension was highlighted by the chairman of the management committee, Abdou Aziz Gueye, who reassured everyone of the establishment of a dedicated maintenance service, specifying that the structure was designed to withstand the elements over the long term. The visit concluded with the inauguration of the Unit 9 football pitch, accompanied by the distribution of equipment to local youth. In addition to drainage improvements, Phase 2 of the PROGEP project includes the development of public spaces and improved access to basic services.
