Lutte contre la corruption : Les 12 membres de l’OFNAC officiellement installés après leur prestation de serment

The twelve members of the National Office for the Fight Against Corruption (OFNAC) have been officially installed in their positions. OFNAC President Moustapha Ka, Vice-President Birahim Seck, and the ten other members took their oaths this Monday, December 22nd, at the Dakar High Court.

In his address, Attorney General Mbacké Fall called on the new commissioners to "raise awareness among the elite about the harmful effects of corruption on the country's socio-economic development." Mr. Fall urged them, to this end, to introduce ethics training modules in public affairs management, both within the administration and the education system.

Furthermore, the Attorney General emphasized the fight against "grand corruption," which, according to him, is "akin to a mass crime because it impacts the daily lives of millions of citizens." To address this, he advocates increased oversight of public procurement: "OFNAC's oversight of public procurement, from the bidding process to contract execution, would be a major avenue for detecting corruption and related offenses," he stated.

Lamenting the shortcomings in monitoring public policies, Mr. Fall stated that "monitoring and evaluation are the weakest link in these policies." According to him, many texts are adopted with great fanfare but struggle to be evaluated after a reasonable period of implementation. In this regard, he welcomed the appointment of Khadidjatou Ba, a monitoring and evaluation expert, to this new team.

Composed of magistrates, a member of civil society, associate professors, a civil administrator and a monitoring and evaluation expert, this new team is expected to be involved in important projects.

The First President of the Court of Appeal, Abdoulaye Ba, emphasized that this swearing-in ceremony is "not a mere formality, but a profound commitment to fulfilling the noble and inspiring mission of preventing and combating corruption." This oath binds the members to perform their duties with independence, impartiality, loyalty, integrity, restraint, and discretion, while strictly respecting the presumption of innocence.
