Manifestations à l’UCAD : Bamba Cissé condamne les excès et promet des sanctions exemplaires
The Minister of the Interior and Public Security spoke out to condemn the violence that shook Cheikh Anta Diop University (UCAD). In a firm speech, Mr. Bamba Cissé emphasized his disagreement with any form of excess, whether perpetrated by the demonstrators or the security forces, stressing that violence cannot be the answer to university crises.
“I condemn any abusive behavior by the security forces. As the highest authority, I cannot condone any unjustified violence. Force must be proportionate, balanced, and necessary to restore order,” he stated clearly. The minister was unequivocal on this point: any proven misconduct by officers in the field will be subject to disciplinary or legal sanctions, as the State cannot tolerate overzealousness in maintaining public order.
Disturbing weapons discovered on campus
To justify the state's increased vigilance, the minister revealed disturbing findings from recent searches of university dormitories. He reported the discovery of bladed weapons and materials resembling improvised explosive devices. According to him, these events, which are already the subject of legal proceedings, demonstrate a worrying deterioration in the security situation within the university itself.
On the sensitive issue of university franchises, Mr. Bamba Cissé recalled the government's legal interpretation, specifying that the 1994 law does not apply to social campuses, the State thus remaining the legitimate guarantor of security throughout the territory.
Towards a new doctrine of maintaining order
In response to the severity of the crisis, the government has announced several structural measures to prevent such tragedies from recurring. These measures will include revising intervention protocols specifically tailored to the university environment and strengthening the tripartite dialogue between academic authorities, students, and security forces. Furthermore, adopting a new policing doctrine aimed at minimizing the use of force is now a priority for the Ministry.
The minister concluded his remarks by reiterating the institution's primary mission. He stated that the university is a place of knowledge, peace, and camaraderie where the vast majority of students come to learn and succeed. According to Mr. Bamba Cissé, these students deserve to be protected and supported by a safe and serene academic environment.
