Projet PAPS : Les prestataires et Serignes Daara haussent le ton après leur passage à l'Assemblée nationale
Received by the President of the National Assembly, the Serigne Daara, accompanied by providers of French education in the Daaras, held a press conference in front of the assembly to denounce the failure to respect state commitments related to the Daara Support Project (PAPS).
The PAPS project, which involves 1,098 Daaras across the entire Senegalese territory, aimed to integrate the teaching and learning of French under the supervision of qualified providers.
However, despite the signing of fixed-term performance contracts, field workers are now denouncing an unsustainable situation of precariousness.
Seven months without pay
The main point of contention remains the financial aspect. Abdoulaye Elimane Faye, a service provider at a Daara (Koranic school) in Sébikotane, revealed that service providers are experiencing payment delays of six to seven months. Even more serious, during the rare payments that are made, some teachers have reportedly been left behind, creating a blatant inequity between those who receive what they are owed and those who continue to work without pay.
The Borom Daara also highlighted the state's logistical disengagement. While the contract stipulated that the authorities would provide teaching materials, sanitation facilities, and support for school canteens, the Borom Daara are bearing these financial burdens alone. "We are responsible for the children's education without depending on the state. It is therefore normal to demand what the state owes us," Mr. Faye insisted.
Call for regularization
In response to the announcement of an upcoming national recruitment drive, service providers are appealing to the Ministry of National Education to reserve a significant portion of the positions for them. They are seeking formal integration that would allow them to focus exclusively on the education of Ndongo Daara students.
The group is now seeking the intervention of the President of the Republic and the Prime Minister to resolve this ongoing crisis which threatens the stability of this educational program.
