Souveraineté économique : L’ADEPME lance son plan pour créer 320 champions du "Made in Sénégal"
“Senegal imports more than 2,500 products annually, worth approximately 7.5 trillion CFA francs.” Based on this observation, Alpha Thiam, Director General of the Agency for the Development and Support of Small and Medium-Sized Enterprises (ADEPME), justified the launch of the agency's transformation plan, presented on Tuesday, March 10, 2026, at the Senegal International Trade Center (CICES), as a lever to strengthen local production and structure the entrepreneurial ecosystem. According to him, the scope of this transformation plan, structured around six key areas, goes far beyond simply modernizing the institution.
“This transformation plan isn’t just about ADEPME. It’s a transformation plan that will impact the entire Senegalese entrepreneurial ecosystem,” explained Mr. Thiam. The agency aims to become a true engine for the development of small and medium-sized enterprises (SMEs), which represent 99.8% of the national economic fabric. To achieve this goal, the agency is focusing on supporting businesses operating in 18 priority sectors across the country. These sectors include agri-food, horticulture, livestock, manufacturing, and digital technologies, among others. Currently, several high-potential companies have been identified in these strategic sectors. “If you take the 18 strategic sectors and select ten leaders in each, that gives you 180 leaders who, tomorrow, are the champions in the making,” he explained.
These companies will be joined by others selected from different regions of the country, in a spirit of territorial balance. Together, they form the 320 Growth-Driven SMEs (P320) program, designed to support these businesses as they scale up. "We will support them in operational excellence, market access, financing, and growth, in order to make them the champions of tomorrow," explained Alpha Thiam.
Satisfied with this transformation plan, the Senegalese government plans to extend support for entrepreneurs across the country by creating new incubation zones. "We will create 30 new zones where ADEPME incubators will be located," announced Minister Serigne Guèye Diop, emphasizing that these structures will be essential to supporting the development of small and medium-sized enterprises.
Beyond institutional support, the strategy also relies on promoting national production. For the authorities, it is now essential to strengthen the visibility of Senegalese companies on international markets. "We must showcase Senegalese brands, promote them, and engage in both domestic and international marketing," declared Serigne Guèye Diop, referring to the promotion of "Made in Senegal."
At the same time, the government wants to encourage foreign investment and investment from the diaspora to support the creation of new businesses. "The needs of hundreds of SMEs cannot be met without foreign direct investment. We will encourage the diaspora, Europe, Africa, and Asia to come and invest here," he explained.
Furthermore, Serigne Guèye Diop affirms that the government plans to strengthen the agency's resources in order to provide greater support to SMEs. "Starting next year, we will essentially double the ADEPME's budget to enable it to meet its needs," announced the Minister of Industry and Trade.
Through this transformation plan, ADEPME and the authorities hope to lay the foundations for a stronger private sector, capable of reducing dependence on imports and sustainably driving economic growth in Senegal.
