While the verdict declaring Morocco the winner of the 2025 Africa Cup of Nations (AFCON) garnered the most attention, the Appeals Committee of the Confederation of African Football (CAF) also issued a series of major disciplinary decisions. These sanctions, which affect both players and the Royal Moroccan Football Federation (FRMF), outline a complex balancing act between firmness and partial leniency.
THE ISMAËL SAIBARI CASE: A REVISED SANCTION
The appeal concerning Moroccan midfielder Ismaël Saibari was one of the highlights of the deliberations. The Appeals Board partially accepted the defense's arguments, while confirming that the number 11 player was guilty of misconduct. In violation of Articles 82 and 83(1) of the CAF Disciplinary Code, Saibari's suspension is set at two official matches, one of which is suspended. The major victory for the player, however, lies in the complete cancellation of the $100,000 fine initially imposed on him.
THE FRMF'S RESPONSIBILITY IN GAMING INCIDENTS
The Royal Moroccan Football Federation has seen several of its financial sanctions reduced. Regarding the incident involving the ball boys, the Appeals Board upheld the Moroccan federation's responsibility while reducing the fine to USD 50,000. Similarly, concerning the use of lasers during the match, the sports authorities showed restraint by reducing the financial penalty to USD 10,000, thus partially accepting Morocco's appeal on these two specific points.
UNCOMPROMISING VAR INTEGRITY
However, CAF took a firm stance on the issue of pressure exerted around video refereeing. The appeal concerning the interference observed around the OFR/VAR review zone was unequivocally rejected. Consequently, the $100,000 fine imposed on the FRMF for this incident is upheld. This decision demonstrates the pan-African body's commitment to protecting the referees' technical zone from any form of intimidation or external influence.
THE EPILOGUE OF A DISCIPLINARY SAGA
The Appeals Committee concluded its session by rejecting all other appeals submitted by the parties. This legal outcome brings to a close the disputes arising from this tumultuous final. While Morocco retains its title, awarded by default, these sanctions serve as a reminder of CAF's strict requirements regarding discipline and organization, marking the end of a long process of appeals before the governing bodies of African football.
