Senegal will file an appeal with the Court of Arbitration for Sport (CAS) in Lausanne (Switzerland) to challenge the decision by the Confederation of African Football (CAF) to strip them of the title of the 2025 Africa Cup of Nations and award it to Morocco by default.
Raymond Hack, a lawyer by profession, former head of the CAF Disciplinary Committee and specialist in legal and sports affairs, made two interesting statements on the subject.
After appearing on the BBC, the expert gave a telephone interview to the show of Robert Marawa, a South African presenter.
According to Raymond Hack, the Senegalese can be confident since there is a very high probability that the Court of Arbitration for Sport (CAS) will overturn the Confederation of African Football's (CAF) decision. "The referee is in charge of the pitch. According to article 5.2 of the IFAP (FIFA) rules, the match is irrevocably over when the referee blows the final whistle. In this specific case, the match continued and was completed. If the Moroccans had complained when the Senegalese players left the field, fine. But they had a penalty, they didn't ask for the match to be stopped. They then agreed to return to the pitch to take their penalty. They missed it, then went to extra time and lost. At no point should they be awarded a victory by default simply because the match continued," he argued.
When asked by Robert Marawa what he would do if he were an arbitrator at the CAS, he said: "My decision would be very clear. The arbitrator is the only one who can declare that a match is over and in this case, he did so after Senegal's victory. So Senegal remains the champion," he said.
This is good news, which should reassure the Senegalese sports authorities about their decision to appeal to the CAS.
But despite this good news, Raymond Hack believes there might be a downside. Indeed, according to the expert, the CAS will take a long time before reaching its decision. A very long time.
According to the former director of the South African Football Association, the Lausanne-based body should render its decision within at least six months. "The Telegraph," as reported by journalist Fabrizio Romano, suggests at least nine months before a CAS verdict.
This means that we are heading into an administrative uncertainty surrounding the winner of the AFCON for the next few months.
With the World Cup less than three months away, Morocco is expected to be administratively declared the African champion. Even worse, during the draw for the 2027 Africa Cup of Nations qualifiers scheduled for December 19, 2026, Morocco risks being declared the administrative African champion again, at the expense of Senegal.
Senegal could therefore play its first qualifying matches without its second star earned on the field.
