MP Abdou Mbow stirred up debate in the National Assembly by raising a preliminary motion during the examination of the bill amending Article 319 of the Penal Code relating to homosexuality. This Wednesday in plenary session, the parliamentarian announced that he would not vote for the text, which he considers inconsistent with the commitments made to the Senegalese people.

In his speech, Abdou Mbow argued that the proposed reform did not align with the campaign promise to criminalize homosexuality. "Those who vote for this law are the godfathers of homosexuals," he declared, accusing the government of trying to create an artificial division among Senegalese people.

The MP also denounced what he considers an attempt to manipulate public opinion, asserting that the government is trying to pit two camps against each other: supporters and opponents of homosexuality. He also referred to Jean-Luc Mélenchon's visit to Senegal, accusing the current regime of having championed this cause ever since. According to him, the reform of Article 319 is nothing more than "a charade."

Me Abdoulaye Tall's response

Abdou Mbow's remarks provoked an immediate reaction from the chairman of the Law Commission, Abdoulaye Tall. He denounced the intervention as insulting and devoid of legal arguments. According to him, the preliminary motion raised by the opposition MP was not intended to enrich parliamentary debate, but rather to create controversy.

Mr. Tall also defended Prime Minister Ousmane Sonko, whom he described as a determined leader. "Ousmane Sonko is a great man; his courage is unwavering. This law will pass, whether you like it or not," he declared. The chairman of the Law Commission then called on the members of parliament to overcome political divisions and focus on what truly matters. "When it comes to the future and the morality of our country, we must set aside our political divisions," he concluded.

    Cela ne surprend personne que l’APR ait trouvé des prétextes pour éviter de voter cette loi. Leur leader vise l’ONU, une institution centrée sur les droits de l’homme et la protection des minorités. Il fallait choisir entre l’ambition internationale et les attentes du peuple. Le choix est clair. À nous d’en tirer les conséquences.
