Dette cachée, nouveau programme : Ces mesures supplémentaires que le FMI attend des autorités sénégalaises
The International Monetary Fund (IMF) concluded its latest mission to Senegal last Friday. However, the program so eagerly awaited by the Senegalese government has still not been signed. Julie Kozack, Director of the institution's Communications Department, provided some clarification on the matter this Thursday.
“We remain in contact with the Senegalese authorities regarding their request for a new program. Technical discussions are ongoing and the objective is to reach a common understanding of the macroeconomic outlook, Senegal’s financing needs and the authorities’ reform priorities. These are key elements of any IMF program,” she explained.
Speaking to the press on Thursday, Julie Kozack discussed the reforms undertaken by the country's authorities to address the vulnerabilities revealed by the discovery of the so-called hidden debt. These reforms aim, in particular, to strengthen transparency, public finance management, and budgetary governance.
“The authorities have taken important steps. They have conducted successive audits of the public debt and institutional reforms have been implemented to unify the debt management functions of Senegal. These are some of the essential corrective measures that have been taken,” she praised.
However, the IMF expects many more reforms. Or even, more audits: “We have found that further decisive actions will be necessary and important to consolidate progress. Among the avenues we are exploring are launching an audit by a private international firm, finalizing the full audit of payment arrears, and measures to strengthen controls on budget commitments,” explained the IMF's head of communications.
