Sénégal-FMI : ce qui s’est vraiment dit «derrière les sourires diplomatiques»
On the sidelines of the World Bank Group and IMF Spring Meetings in New York, a Senegalese delegation led by Ministers Cheikh Diba (Finance and Budget) and Abdourahmane Sarr (Economy, Planning and Cooperation) met with the IMF Managing Director, Kristalina Georgieva. While the objective is to reach an agreement on a new program, "behind the diplomatic smiles, deep disagreements about Senegal's economic trajectory" remain, according to L'Observateur.
The refusal of restructuring in the face of the demand for rigor
Senegal maintains a firm position, the same source specifies. The country "refuses any debt restructuring, in accordance with the position advocated by Ousmane Sonko." The new regime prioritizes internal consolidation of public finances without resorting to forced rescheduling.
On the other side, the IMF is placing the issue of "misreporting"—following the "hidden debt" scandal—at the heart of the discussions. The institution now demands full transparency and "sound fiscal management" as a prerequisite for any new financial commitment.
Growth and hydrocarbons: the points of friction
The main obstacle lies in the macroeconomic framework, particularly regarding non-hydrocarbon growth forecasts. Minister Cheikh Diba, quoted by the Groupe Futurs Médias daily newspaper, highlighted this gap during the discussions:
"We believe the IMF's assumptions about Senegal's economic situation are pessimistic, while the IMF considers our projections optimistic."
These divergent interpretations of the Senegalese economy's capacity to generate its own resources, beyond oil and gas revenues, are currently hindering the conclusion of a final agreement. However, both sides are converging towards a "common solution" for the recovery process, offering a glimmer of hope for a consensus in the near future.
