Crise à l’UN Cheikh Hamidou Kane : Le SAES accuse le recteur Samuel Ouya de mauvaise gouvernance
In a statement received by Seneweb, the coordination of the Autonomous Union of Higher Education (SAES) of the Cheikh Hamidou Kane digital university denounces a "serious governance crisis" which it attributes to the rector Samuel Ouya.
"The coordination of the Autonomous Union of Higher Education (SAES) of the Cheikh Hamidou Kane Digital University (UN-CHK) solemnly alerts the university community, students, parents, and the public to the profound crisis currently affecting our institution. With more than 60,000 students spread across the entire national territory, UN-CHK demands rigorous, concerted, and effective governance. However, for more than fifteen months, under the responsibility of Rector Professor Samuel Ouya, the university has experienced a worrying deterioration in its institutional functioning," denounces the SAES coordination.
In its statement, the union notably points to the rarity of meetings of the academic council and the board of directors, denouncing decisions taken without prior consultation with the various university components.
"Added to this are persistent delays in decision-making, blockages of several key academic activities, an excessively restrictive interpretation of governance texts, a paralysis of essential coordination mechanisms, and a continuous deterioration of the social climate. The academic situation is now particularly worrying. With less than two months until the end of 2026, no course has actually started the 2025-2026 academic year. Even more serious, high school graduates who were assigned to courses in 2025 have still not started their classes," the statement reads.
The SAES coordination warns that "thousands of students are caught in an unprecedented institutional deadlock, without a clear view of their academic path," and believes that "the risk of a lost year is no longer a hypothesis, but a real threat."
Faced with this situation, the SAES calls on the competent authorities to "fully grasp the gravity of the situation" and to intervene quickly in order to prevent the crisis within the digital university from worsening.
The SAES believes that "the governance adopted by Rector Samuel Ouya is placing UN-CHK in a major institutional crisis, with direct consequences on the future of tens of thousands of Senegalese students and on the very credibility of the public university service".
