Énergie : un expert démasque Me Bamba Cissé
As the representative of President Diomaye Faye, the Minister of the Interior, Bamba Cissé, participated in the official ceremony of the general pilgrimage (Ziarra). In his address, he spoke of the consequences of the war in the Middle East on the global energy sector, emphasizing that Senegal would be no exception. "Fuel prices have increased almost everywhere. In France, at least 15% of service stations are now closed," he stated, after noting that "Mauritania raised its prices before the end of April."
While he welcomed the maintenance of pump prices, despite the rise in the cost of the barrel, which he saw as a symbol of "the efforts made by the regime to relieve the Senegalese", Bamba Cissé wonders how long the government can avoid applying the truth of prices.
For oil expert Ibrahima Bachir Dramé, the die is already cast. He believes the implementation of true market prices is inevitable and that the Minister of the Interior is preparing the public to accept the measure. "We can clearly speak of an educational phase that has begun," he told L'Observateur. "The authorities are gradually preparing the public for difficult decisions. This is a classic approach during periods of economic tension: explaining things in advance to avoid a sudden shock and preserve social stability."
On December 6th, the government proudly announced a decrease in fuel prices. Super unleaded fell from 990 to 920 CFA francs per liter, while the same quantity of diesel cost 680 instead of 755. A few days later, hydrocarbon prices skyrocketed. To maintain the new prices, the government decided to subsidize them, thus containing the soaring price of diesel on the world market, which jumped from 791 to 984 and then to 1433 CFA francs. "Thus," calculates L'Observateur, "the government is subsidizing up to 753 CFA francs per liter of diesel."
This decision is not viable in the eyes of the oil expert. "We cannot indefinitely compensate for a structural rise in international prices. Moving towards true pricing is inevitable."
