Tribunal correctionnel de Dakar : Le procès de Cheikh Dieng contre Vicas SARL et Delta SA renvoyé au 25 mars
The former director general of the National Sanitation Office of Senegal (ONAS), Cheikh Dieng, appeared on January 14, 2026 before the Dakar Criminal Court for defamation, slander and public insults to the detriment of the companies Delta SA and Vicas SARL.
At the request of the defense, which reported new constitutions, including that of Maitre El Hadj Diouf alongside Maitres Baba Diop and Takha Cissé, the trial was postponed to March 25, 2026.
Vicas SARL is represented by Maitre El Hadj Dièye and Delta SA by Maitre Christian Faye.
According to the direct summons served by Bailiff Aloyse Ndong, the events date back to a press statement held on September 26, 2024, at the Women's Center in Djeddah Thiaroye Kao. Cheikh Dieng accused Vicas SARL and Delta SA of having benefited from public contracts awarded through direct negotiation, following alleged intervention by the Minister of Water and Sanitation, Cheikh Tidiane Dièye.
In statements reported by the press, the former Director General of ONAS claimed that contracts initially awarded to Tawfeekh Taysir and Delgas had been cancelled in favor of Vicas and Delta, outside of proper procedures. He also asserted the existence of a 2021 report concluding that these companies were insolvent, going so far as to declare that the minister was "taking orders from them."
The plaintiff companies consider the accusations slanderous and unfounded, arguing that these statements seriously damage their honor, reputation and status within the framework of the public service delegation.
Despite a formal notice sent on September 3 and 4, 2024, Cheikh Dieng has not provided any response, according to the plaintiffs.
Vicas SARL is claiming the sum of 200 million CFA francs as damages for the material and moral harm suffered.
