APPEL, la voix digitale de la transparence publique
On October 14, 2025, the Public Procurement Regulatory Authority launched the APPEL (electronic public procurement) platform, designed to digitize and secure the entire public procurement process. This initiative is part of the State's digital transformation and aims to modernize governance, strengthen transparency, and improve the management of public resources.
From January 2026, the platform will be rolled out to all government departments and local authorities. It will reduce turnaround times, limit corruption risks, and ensure full traceability of procedures, from the publication of calls for tender to the awarding of contracts.
ARCOP Director General Moustapha Djitté emphasized that this reform marks a turning point for public administration, providing it with a modern and sovereign management tool. Developed with local expertise and technologies adapted to international standards, APPEL aims to make Senegal a regional model of transparency and efficiency in public procurement.
