The examination of draft law no. 08/2026 concerning leasing gave rise to numerous questions from members of parliament meeting in intercommittee sessions at the National Assembly. While parliamentarians generally welcomed the reform, several raised concerns about its effective implementation and its real impact on the Senegalese economy.

Commissioners initially expressed doubts about the new mechanism's ability to bring about lasting economic transformation in a context marked by structural problems of productivity, competitiveness, and tax pressure. They believe these difficulties are major prerequisites that must be addressed before leasing can truly play its role as an engine of business financing.

The MPs also asked the Finance Minister whether this new reform would actually increase the share of leasing in financing the national economy, given that the previous law of 2012 had not allowed significant development of the sector.

The issue of equitable access to financing in the regions also featured prominently in the debates. Several parliamentarians inquired about the measures being considered to enable rural populations, artisans, farmers, and young entrepreneurs to benefit from leasing. Some advocated for the dissemination of laws in national languages to facilitate their understanding by citizens. The members of parliament also expressed concern about the high interest rates charged by some financial institutions. They questioned the government about the risk that this reform might exacerbate the difficulties faced by businesses already burdened with significant financial obligations.

Another sensitive issue was the additional cost resulting from the requirement to formalize certain real estate lease agreements before a notary. Some members of parliament felt this requirement could be a deterrent for certain SMEs. Discussions also focused on the governance of financing structures, particularly FONGIP. Some members of parliament considered the institution's performance in guaranteeing financing for SMEs and mid-sized companies to be mixed. Others questioned the relevance of the proliferation of sub-funds created around FONGIP, while some saw it as a sign of increased transparency and specialization.

Finally, several commissioners regretted the late transmission of the text to the deputies, believing that it had not allowed for a sufficiently thorough analysis of a bill considered crucial for the national economy.
