Assemblée nationale : Qui va payer la facture de la future télévision des députés ?
Bill No. 02/2026, establishing a parliamentary television channel, is currently under review in plenary session at the National Assembly of Senegal. Following unanimous adoption in committee, this initiative, seen as a major turning point for transparency and institutional modernization, now places the question of its financial viability at the heart of the debate. Unlike traditional media outlets, the future channel will be financed exclusively by the National Assembly's budget. The authors of the bill are unequivocal on this point: the channel will be entirely free of any commercial or advertising activity.
This strategic choice aims first and foremost to preserve the media outlet's editorial independence and shield it from any economic pressure or external influence. Conceived as a public service broadcaster, the channel will focus on institutional news, parliamentary communications, and civic education. A notable feature also lies in its regulatory framework. In accordance with the principle of separation of powers, the institution will establish its own self-regulatory mechanism, meaning that the channel will not be subject to the oversight of the National Audiovisual Regulatory Council (CNRA). An Editorial Board, supervised by the Bureau of the National Assembly, will be responsible for ensuring adherence to the principles of balance, pluralism, and impartiality.
The enthusiasm of the members of parliament is, however, accompanied by concrete concerns about the project's budgetary implications. During committee work, numerous questions arose concerning installation costs, the acquisition of cutting-edge technical equipment, the production of original content, and payroll. The logistical challenges are significant, as it will be necessary to ensure coverage of parliamentary activities in the regions and within the diaspora, while simultaneously investing in modern audiovisual infrastructure and qualified personnel.
The project's proponents sought to reassure the public, stating that all necessary measures would be taken to ensure rigorous management in accordance with the institution's budgetary rules. For the bill's supporters, this exclusive public funding is the only guarantee of credibility and neutrality, strengthening transparency and bringing the institution closer to citizens. The outcome of the plenary vote will determine whether the National Assembly takes this decisive step in its strategy to modernize and consolidate the rule of law.
