Audit institutionnel : L'ASER dépose plainte contre X pour des irrégularités financières
In a press conference presented as an "exercise in transparency and truth," Jean-Michel Sène shed light on a rural electrification contract estimated at 37 billion CFA francs, which is currently at the heart of significant controversy. "We wanted to speak to the Senegalese people with complete transparency. There is nothing to hide in this matter, but many things need to be clarified," Jean-Michel Sène told the press. Returning to the origins of the contract, he explained: "We were asked to revisit the genesis of the project: how it was signed, by whom, and under what conditions. That is what we are doing today."
According to him, several irregularities were identified from the outset: a project not included in the budget, internal procedures not followed, inconsistencies in the amounts (between 36 and 37 billion FCFA), and a financial advance granted without a solid basis. "The very least that should be done, before any payment, is to verify compliance at all levels. This was not done," he insisted.
An advance deemed irregular
Jean-Michel Sène also pointed to the conditions under which the financial advance was granted: “An advance on expenses incurred must be strictly regulated. Here, we have observed serious procedural breaches.” He explained that this situation led to an institutional response: “We have filed a complaint against persons unknown, because responsibility must be determined.”
Market suspension and referral to the Supreme Court
Faced with irregularities, ASER decided to suspend the contract, a decision challenged in court. "We appealed to the Supreme Court, which issued its ruling on January 21, 2026. This decision confirms our prerogatives as the contracting authority," explained Jean-Michel Sène. Despite the tensions, he emphasized the importance of the project: "This is a 91 billion FCFA program aimed at electrifying at least 1,740 localities. We have an obligation to preserve it."
But he also warned of the risks: "At this rate, the 37 billion could be quickly consumed without any real impact on the ground." Another point raised was the lack of prior environmental studies. "The environmental impact studies were not carried out according to the rules," he lamented. Jean-Michel Sène announced further actions: "This is only the first step. We will return to expose other problems related to this contract."
