Bilan : Bassirou Kébé quitte la SN HLM avec une baisse de dette de 2 milliards !
On the eve of his handover of duties to his successor, Abdourahmane Dabo, the Director General of the National Low-Rent Housing Company (SN HLM), Bassirou Kébé, claimed, this Thursday, March 26, 2026, in front of the press, a management focused on the recovery of the institution.
Having "inherited a tax reassessment of 9 billion CFA francs," Mr. Kébé states that in 22 months, "SN HLM's debt has decreased by nearly 2 billion, 1.996 billion to be precise, representing a relative decrease of 15.5%." This improvement is attributed to negotiations that resulted in "reliefs and restructurings" with financial partners, as well as an agreement with the tax authorities.
Speaking about housing production, Bassirou Kébé revealed that, over the previous seven years, the SN HLM (National Social Housing Company) had only completed 365 units. He stated that he had rectified this situation during his tenure, notably with a project for "400 units representing a total investment of 13 billion CFA francs," the construction of which began on October 27, 2025, with the foundations of nearly 150 units already completed. In addition, several units have been delivered, including "39 units on January 27, 2026" in Saint-Louis.
Recalling the objectives of the 2025-2029 strategic plan, Bassirou Kébé stated that they aim for "the construction of 25,729 housing units by 2029." For 2026, the target is set at 2,284 units, including 921 housing units in Dakar and other regional hubs. Regarding access conditions, he specified that "the rates applied to clients were 4%." Concerning modernization, he mentioned the creation of an interactive website and the digitization of activity monitoring tools, as well as the implementation of results-based management.
Furthermore, Bassirou Kébé urged his successor to continue "strengthening governance, transparency, and land tenure security." He also called on the State to support the SN HLM (National Housing Company) in land matters and to mobilize oversight bodies.
The handover ceremony between Bassirou Kébé and Abdourahmane Dabo at the head of the general management of SN HLM is scheduled for this Friday, March 27, 2026.
