Communiqué du Conseil des Ministres du Mercredi 15 Avril 2026

The Council of Ministers was held on Wednesday, April 15, 2026, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

The Head of State made a statement covering the following points:

Strengthening social dialogue and evaluating the Social Stability Pact for inclusive and sustainable growth

The President of the Republic considers the promotion and consolidation of social stability a priority of government action. He commends the Government's efforts to fulfill its commitments, particularly the exceptional regularization of administrative and statutory situations in the education and health sectors, and to ensure the signing of the Social Stability Pact for Inclusive and Sustainable Growth with employers and trade unions. The Head of State emphasizes the importance of ongoing monitoring of the national social barometer regarding reported social conflicts and strike notices. He instructs the Government to take the necessary steps to publish, before April 30, 2026, a White Paper on the handling of grievances raised by trade unions and an evaluation of the first year of implementation of the aforementioned Pact.

Furthermore, the President of the Republic is instructing each minister to review sectoral social demands in order to focus energies on the proper functioning and quality of public service, user satisfaction, and the improvement of efficiency and productivity at work.

Finally, the Head of State asks the Prime Minister and the Minister in charge of Labour to prepare the organisation of the 5th Social Conference on the theme of "Productivity at work" and to ensure that the ceremony for receiving the grievances of the trade union federations is held under the best conditions on May 1, 2026 at the Palace of the Republic.

Consensual transformation of the healthcare system and pharmaceutical sovereignty

The President of the Republic notes that access to quality healthcare remains a major concern for the population. To this end, he calls for a social review to ensure systematic control over the management of healthcare personnel and the quality operation of healthcare facilities and structures.

He indicates to the Government the urgency of accelerating the adoption of a new health map to ensure the optimal coverage of the national territory with health infrastructure, integrating complementary personnel, services and technical platforms, and to pay particular attention to the finalization of the work, the launch and the commissioning of the new health infrastructure.

He further requests that the Government prepare the consensual deployment, under the supervision of the Prime Minister, of a special training and capacity-building plan for all staff working in healthcare facilities. This interministerial management tool must include the modernization of faculties, institutes, and schools for training medical and technical staff, taking into account the application of the LMD system.

Furthermore, after emphasizing the urgent need to finalize and implement the new reform of public health institutions in order to establish exemplary medical, technical, administrative, and financial governance of health structures, the Head of State asks the Minister of Health and Public Hygiene:

- to take the necessary steps for the upcoming adoption of the Health Code;

- to initiate the strategic reorientation of the health system towards a dynamic of promoting medical prevention and public hygiene;

- to strengthen the human resources and means of intervention of the National Hygiene Service;

- and to prepare the inclusive organisation of National Consultations on medical prevention and public hygiene, before the end of September 2026.

Finally, the President of the Republic instructs the Prime Minister to engage, with the ministers and stakeholders involved, in a strategic reflection on the governance of Universal Health Coverage (UHC) and the mechanisms for sustainable financing of the health system, and to ensure adequate monitoring of the functioning of the pharmacy sector and projects promoting pharmaceutical sovereignty in Senegal.

Preparation for the 2026 agricultural campaign and modernization of agriculture and livestock farming

Speaking about his visit to the 26th International Fair of Agriculture and Animal Resources (FIARA) 2026, the President of the Republic reiterated the paramount importance he attaches to the vital sectors of Agriculture and Livestock. After congratulating the organizers, he asked the Government to strengthen its support for this major sub-regional and continental event, reminding them that the modernization and development of the agricultural sector are essential to guaranteeing food sovereignty and the well-being of the population.

Furthermore, addressing the start of the rainy season, the Head of State asks the Minister of Agriculture, Food Sovereignty and Livestock and the Secretary of State for Cooperatives and Peasant Support to take all appropriate measures, under the supervision of the Prime Minister, for a good preparation of the 2026 agricultural production campaign, in particular the timely provision of seeds, inputs, agricultural equipment and financing for producers and other operators.

He also asks the Prime Minister and the Minister of Agriculture, Food Sovereignty and Livestock:

- to take all necessary steps for the adoption, before the end of May 2026, in the Council of Ministers, of the draft law on agro-sylvo-pastoral and fisheries policy and the draft decree implementing the Pastoral Code;

- and to ensure a proper supply of sheep to the national market, in anticipation of the Tabaski festival.

Development of school and university sport

Magnifying Senegal's victory at the U15 Africa Cup of Nations School Football in Zimbabwe, the Head of State congratulates the players, the administrative and technical staff of the national football team for this exceptional performance, which confirms the excellence of Senegalese football, across all categories.

In this context, he asks the Prime Minister to implement, with the relevant ministers and stakeholders, a special inclusive program for the development of sport in schools, public universities and higher education institutions, in order to value and promote, at the grassroots level, all sporting disciplines.

Agenda of the President of the Republic, followed by integration, cooperation and partnerships

The Head of State informs the Council that he will chair the Conference of Ambassadors and Consuls General of Senegal on April 18, 2026. He also announces that he will chair the opening ceremony of the 10th Dakar International Forum on Peace and Security in Africa on April 20, 2026, the theme of which is: “Africa facing the challenges of stability, integration and sovereignty: what sustainable solutions?”

UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION

The Prime Minister presented his statement on the following points:

Reform of the National Printing Office

The Prime Minister stated that, within the framework of reforms aimed at implementing the policy of national sovereignty, streamlining public spending, modernizing the State, and securing official documents, the establishment of a new, modern, and efficient National Printing Office has become an imperative of good governance. He presented its history before analyzing the current situation of this institution, which, institutionally, is an administrative public service under the supervision of the General Secretariat of the Government, with partial financial autonomy for collecting its own revenue.

For the Prime Minister, despite the small size of the workforce, the National Printing Office has a pool of quality human resources and a fleet of equipment consisting of machines of various generations, following the efforts made by the State to modernize the production tool covering the entire production chain.

Regarding the digital transformation, the Prime Minister recalls that since Law No. 2021-21 introducing a new system for the entry into force of texts, providing for the electronic publication of the Official Journal, the National Printing Office has developed the "Fatou" application, a significant step towards dematerialization.

Overall, the Prime Minister believes that while the National Printing Office, in its public service mission, rests on a foundation of core activities that give it a unique status and an undeniable competitive advantage, weaknesses remain. The Prime Minister concludes that the Printing Office's main mission is limited to publishing legislative and regulatory texts in the Official Journal (JO), such that its performance falls short of its potential, particularly due to the inadequacy of its legal status and its limited production capacity.

In light of this situation, the Prime Minister proposed a reform of the National Printing Office which, in addition to strengthening national technical and technological capacities, will consist, among other things, of:

- the establishment of a new governance framework;

- the adoption of a new economic model supported by innovative financing schemes;

- the establishment of a structured partnership with a strategic partner willing to strengthen production capacities through massive investments;

- the gradual reduction of costs related to outsourcing; - the adoption of a robust digitalization plan.

International situation and budgetary discipline

The Prime Minister noted that the situation in the Middle East, exacerbated by geopolitical tensions surrounding Iran, is steadily deteriorating. This multifaceted crisis, he emphasized, is already impacting energy prices, the security of supply chains, and the stability of financial markets, and is placing a heavy burden on public finances.

He called on the ministers to anticipate and prepare operationally. He also authorized the Ministers of Energy and Budget to propose a timetable for implementing the finalized measures. The Prime Minister instructed the ministers to better rationalize expenditures and maintain budgetary discipline. He asked each minister to submit to him, within fifteen (15) days, a set of concrete measures for savings and redeployment within their sector.

the interministerial council on infrastructure

The Prime Minister announced that an interministerial council dedicated to infrastructure would be held between the end of April 2026 and the first half of May 2026. According to him, this initiative addresses a situation marked by significant public investments over the past twelve years, a substantial portion of which, while technically and financially complete, remains unused, sometimes for years. After identifying the causes, he concluded that these so-called "dormant" assets represent a financial and social waste, but also a genuine potential for development, particularly through recycling mechanisms such as the transfer of usage rights, concessions, long-term leases, or public-private partnerships, which would allow for the mobilization of new investment resources.

The Prime Minister noted that ongoing projects must be finalized as quickly as possible and integrated from the outset into a sustainable operation and maintenance plan. He stressed that effectively leveraging public investments already committed is an absolute necessity given the economic and social costs resulting from delays in commissioning.

Accordingly, he entrusted the organization of the Interministerial Council on Infrastructure, whose objectives he indicated, to the Minister, Secretary General of the Government, in liaison with the Operational Bureau for Coordination and Monitoring of Projects and Programs (BOSC), under the technical coordination of the Minister of Infrastructure.

With this in mind, he asked each relevant minister to submit to him, within fifteen (15) days, a comprehensive and certified inventory of completed but not yet commissioned infrastructure that could be repurposed. Based on this inventory, the Interministerial Council will assess the legal readiness of each asset, establish a commissioning schedule within six (6) months, including monitoring indicators, and identify any regulatory obstacles requiring corrective measures. Finally, the Prime Minister requested that a consolidated report be submitted to him.

UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS

The Minister of Family, Social Action and Solidarity made a presentation on the National Strategy for the Development of Systematic Membership Mechanisms (smart obligation) to Universal Health Insurance.

The Minister of Employment and Vocational and Technical Training made a communication concerning the National Employment Policy Document (NEP) 2026-2034.

The Minister of Culture, Crafts and Tourism gave a presentation on the general assembly of Culture, Crafts and Tourism.

UNDER LEGISLATIVE AND REGULATORY TEXTS

- the draft law establishing the Labour Code;

- the draft law establishing the Social Security Code;

- the draft decree relating to the Presidential Investment Council (CPI).

    Il faut plutôt parler de Abdou Aziz Diop, DG de MIFERSO, ancien DAGE de Omar Sarr emprisonné sous Macky pour détournement de den publics. A sa sortie de prison. Il avait été nommé DG de la société qui gere le fer exploité au Sénégal avec des centaines fe millia. Biram Souleye qui était un boy de Aziz Diop au PDS a choisi de laisser ce dernier à son poste sans aucune raison liée à la compétence. Aziz est le numéro deux du parti de Omar Sarr, le coordinateur du front de l'opposition. Pensez-vous que cela est normal ? C'est pour ça que nous nous étions battus ? Biram Souleye doit virer Aziz Diop le plus rapidement possible sinon, nous passerons à une autre étape.

    Le plus grand scandale c'est bien abdou aziz diop. Le gars s'est tellement terrè que même le pas là oublié. Il était le pire ennemi de ousmane sonko. Personne ne peut croire qu'il soit dg jusqu'à présent. Franchement on commence à désespérer. C'est une insulte pour tous Les patriotes. Le gars depuis Wade jusqu'à macky il est toujours au pouvoir.

    Laissez Aziz Diop tranquille, et ce fonctionnaire qui a qualifié le PM de « petit » ? J’ai lu tout le communiqué, juste pour voir si son nom y figure. Savez-vous que l’appareil de radiothérapie de Dalal Diam est encore tombé en panne ? Mon meilleur ami a quitté Thiès pour un rdv dans cet hôpital et ils lui ont demandé d’aller à Touba. Or n’a aucune attache ni connaissance dans cette ville, aucun site d’hébergement, il n’a pas de moyen de locomotion et se déplace en chaise roulante. Pendant ce temps il y a tellement de nouvelles 4x4 Prado tout nouveau modèle dans l’administration, plus même que du temps de Macky. Alors qu’on nous parlait de « berlines intermédiaires ». À quoi servent ces voitures si coûteuses et si voraces en carburant et entretien ? Pourquoi l’homme politique africain est égoïste et sadique ?

    Que le PR et son PM gardent le cap. Ce n'est pas facile de gouverner dans ce monde en turbulences. Mais ils doivent garder leur sérénité. Les prix intérieurs vont augmenter comme dans tous les pays au monde. Mais les sénégalais doivent se preparer en rationalisation de leur consommation d'énergie (carburant et électricité). Notre peuple a su gerer toutes les crises antérieures. Il va sortir indemne de cette catastrophe créée par la guerre contre l'Iran. Unis nous allons gerer. On est prêt. Wassalam
