The Council of Ministers was held on Wednesday, June 17, 2026, at the Palace of the Republic, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

In his opening remarks, the Head of State:

– extends its congratulations to Mr. Alain DIOUF, the new Minister to the President of the Republic, in charge of Monitoring, Steering and Evaluation of the National Transformation Agenda;

– encourages and reiterates the Nation's support for the national football team, following its entry into the FIFA World Cup 2026 against France;

– presents its best wishes for peace and happiness to the Islamic Ummah on the occasion of the Islamic New Year 1448 AH.

The President of the Republic then structured his communication around the following points:

Ongoing strengthening of dialogue between the State and the private sector

The President of the Republic considers the revival of the national economy and the development of the national private sector to be priorities for government action. To this end, he has asked the Prime Minister to initiate consultations with private sector organizations to better address their concerns.

Furthermore, he insists on the gradual and accelerated clearing of domestic debt and the need for state support for public and private companies in difficulty, in order to revive investment, preserve and strengthen production facilities and jobs.

The Head of State reiterates the urgent need to ensure the optimal deployment of the presidential initiative "SunuChampions" and the necessity of the optimal implementation of programs and projects to promote the country's competitiveness and attractiveness. In this context, he asks the Prime Minister to:

– to hold, with the relevant stakeholders, the technical and inter-ministerial meetings leading to the Presidential Investment Council;

– to finalize the draft framework law on economic patriotism, incorporating an innovative financing doctrine for the national economy.

The President of the Republic is finally requesting an evaluation of the economic component of the National Pact for Social Stability for Inclusive and Sustainable Growth, in order to better prepare for the holding, before the end of 2026, of the next Social Conference on the theme: "Productivity at Work".

Monitoring of national priorities: youth employability and employment

The Head of State believes that youth employability and employment must remain paramount national priorities. To this end, he instructs the Prime Minister and the Ministers of Employment, Civil Service, and Labor to accelerate the inclusive implementation of the National Employment Policy in all its components. In this regard, he requests the Prime Minister to convene an inter-ministerial council on employment, which should lead to the deployment of an urgent, multi-sectoral operational plan to promote youth employability and employment throughout the country. This plan should be supported by strengthened and effective public and private support and funding mechanisms.

Regulation and revitalization of the fisheries sector

The Head of State reiterated the vital importance of the fisheries sector to the national economy and social stability. He therefore instructed the Prime Minister and the Minister of Fisheries and Maritime Economy to strengthen dialogue with the various stakeholders involved, with a view to revitalizing artisanal fishing. He emphasized the importance of further regulating industrial fishing activities, enhancing the modernization and transparency of fisheries management systems, and continuing the aquaculture development plan.

Finally, he invites the Minister of Fisheries and Maritime Economy to prepare, under the supervision of the Prime Minister, the holding of national consultations on the blue economy.

Digital development from a sovereignty perspective

Based on the "New Technological Deal", which he launched on February 24, 2025 to accelerate the digital transformation of Senegal in all its dimensions, the President of the Republic asks the Minister of Telecommunications and Digital Affairs to take all necessary measures to assess, in consultation with stakeholders in the sector, the progress of programs, projects and reforms related to Digital Technology and digital transformation.

The Head of State particularly insists on the imperative of emphasizing, through advanced strategies, plans and adapted laws, universal access to the internet and the comprehensive and sovereign security of the country's critical data, systems and information infrastructure.

After recalling the importance he attaches to the optimal functioning of the Universal Telecommunications Service Development Fund (FDSUT), the President of the Republic indicates to the Prime Minister the need to convene the National Digital Council (CNN) regularly, in order to ensure better management of policies and strategies relating to the development of the digital economy.

Strengthening civil security

The Head of State notes that the period from June to November, coinciding with the rainy season, is often associated with an increase in cases of flooding, drowning deaths, building collapses, and electrocutions in several parts of the country. He instructs the Minister of the Interior and Public Security to take all appropriate preventative measures to ensure:

– increased awareness among the population, particularly young people, on civil protection issues;

– a systematic functionality of the installed lightning rods;

– increased beach security;

– constant monitoring of constructions and buildings, especially those threatening to collapse.

He extends his condolences to the families of the victims of the building collapse in Saint Louis.

Agenda of the President of the Republic, monitoring of integration, cooperation and partnerships

The Head of State informed the Council that he co-chaired, on June 12, 2026, in Dakar, with his counterpart from the Republic of The Gambia, President Adama Barrow, the Senegalo-Gambian Presidential Council, with a view to further strengthening the comprehensive strategic partnership between the two countries. He announced that he had received, on the same day, the Deputy Secretary-General of the United Nations, Ms. Amina J. Mohammed, before congratulating the UN representatives, the Minister of Foreign Affairs, and SOGEPA for their efforts, which led to the signing of the Agreement concerning the United Nations House in Dakar.

The Head of State also informs of the audience he granted on June 11, 2026, to the Minister of Foreign Affairs of the Islamic Republic of Mauritania, who carried a message from President Mohamed Ould Ghazouani.

The President of the Republic announces that he will travel to Ghana on June 17 and 18, 2026 for a friendly working visit and from June 21 to 23, 2026 to Germany for an official visit, at the invitation of President Frank Walter Steinmeir and Chancellor Friedrich Merz.

UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION

The Prime Minister presented his statement on the following points:

Social safety net policies

The Prime Minister stressed that, in the context of the fragility of a significant number of households, exacerbated by economic and financial shocks, it is crucial that all relevant ministerial departments prioritize the social safety nets they manage in the emergency action plans requested by the President of the Republic.

The Prime Minister mentioned several social safety net programs and instruments for targeting vulnerable households developed and implemented by the Government, including the National Unique Register (RNU) and the National Family Security Grant Program as well as other social safety nets.

The process of updating and expanding the National Household Registry (RNU) to one million households was completed in early 2026, with 996,194 households considered poor (57.6% of households) or vulnerable (42.4% of households), compared to 545,000 previously. It was announced that a meeting on the governance and coordination of these various initiatives would be held before the end of June 2026 to ensure and intensify the impact on beneficiaries, using the RNU as the single targeting basis. This will include, among other actions:

-the installation and start of the work of the RNU Monitoring Committee;

-the finalization and adoption by the Monitoring Committee of the RNU's procedures, organization, operation and data management manual;

-the start, before the end of 2026, of the pilot project for the digitalization of the scholarship payment system;

-the payment of scholarships to the new cohort, with a reminder of the first deadline (Quarter 1-2026), as soon as possible;

-the installation, at the latest before the end of June 2026, of the Steering Committee.

In this regard, the Prime Minister invites the Minister in charge of Finance to mobilize the resources necessary to cover the remaining deadlines of the year 2026, within the framework of the next amending finance law.

The Prime Minister asked the Minister Secretary General of the Government to take stock of the draft framework law on social protection already adopted in the Council of Ministers as well as the draft framework law on the economic empowerment of women, with a view to their examination by the National Assembly, during the second half of 2026.

Normative governance

The Prime Minister reiterated the need to strengthen regulatory governance by emphasizing strategic regulatory alignment, improved regulatory quality, and enhanced speed and accessibility. The Head of Government stressed:

-the need to strategically align the legislative and regulatory agendas of the ministries with the National Transformation Agenda, Senegal 2050;

-the finalization of the Legislative Drafting Guide and the scheduling of the draft decree approving it in the Council of Ministers before the end of August 2026;

-the requirement for ministerial departments to prepare the implementing texts for laws and decrees, in order to ensure their effectiveness;

- the operationalization of the electronic publication of texts in the Official Journal as well as the complete digitization of said journal before the end of 2026. In this context, the required institutional changes concerning the National Printing Office must be finalized as soon as possible.

UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS

The Minister attached to the Minister of Economy, Planning and Cooperation, in charge of the Budget and the Minister attached to the Minister of Economy, Planning and Cooperation, in charge of Economy, Planning and Cooperation, respectively made a communication on the draft amending finance law 2026 and the Multi-year Budgetary and Economic Programming Document (DPBEP) 2027-2029.

UNDER THE HEADING OF LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted:

-the amending finance bill for 2026;

-the Multi-year Budgetary and Economic Programming Document (DPBEP) 2027-2029;

-the draft law authorising the President of the Republic to ratify the treaty of delimitation and demarcation of the border line between the Republic of Senegal and the Republic of Guinea, signed in Conakry on May 23, 2025;

-the bill on the protection of critical information infrastructure and digital security.

UNDER INDIVIDUAL MEASURES

The President of the Republic has taken the following decisions:

-Mr. Mouhamed Mactar LOUM, Labour and Social Security Inspector, is appointed Secretary General of the General Delegation for Religious Affairs.

Under the authority of the Ministry of Economy, Finance and Planning

-Mr. Aliou NDIAYE, Planning Advisor, is appointed Secretary General of the Ministry of Economy, Finance and Planning;

-Mr. Babacar TOURE, Specialist in Banking, Finance and Risk Management, is appointed Director General of Financing and Debt;

-Mr. Amadou SOW, Principal Treasury Inspector, is appointed Deputy Director General of Financing and Debt;

-Mr. Balla NIASS , Planning Economist, is appointed Director of Audit and Internal Control at the Directorate General of Financing and Debt;

-Mr. Alioune DIOUF, Principal Treasury Inspector, is appointed Director of Capital Markets at the Directorate General of Financing and Debt;

-Mr. Amadou BAO, Doctor of Economics, Expert in Monitoring and Evaluation, is appointed Director of Bilateral and Multilateral Financing at the Directorate General of Financing and Debt;

-Mr. Papa Moda LOUM, Economist, Specialist in Investments, Capital Markets and Sustainable Finance, is appointed Director of Structured Finance and Export Credits at the Directorate General of Finance and Debt;

-Mr. Serigne Cheikh MBEGUERE, Senior Planning Advisor, is appointed Director of Funding Monitoring at the Directorate General of Funding and Debt;

-Mr. Moussé NDOYE SOW, Economist, is appointed Director of Debt and Risk Management at the Directorate General of Financing and Debt;

-Mr. Thierno Sadou DIALLO, Principal Civil Administrator, is appointed Director of General Administration and Equipment, replacing Mr. Cheikh Abdou Lahat MBACKE SARR, who has been called to other duties;

-Mr. Abdoul Alpha DIA, Human Capital Expert, is appointed Director of Human Resources to replace Mr. Thierno Sadou DIALLO, who has been called to other duties;

-Mr. Cheikh Abdou Ahad MBACKE SARR, Planning Economist, is appointed Director of Administration and Personnel at the General Directorate of the Financial Sector;

-Mrs. Fatimata MANGANE THIONGANE, Planner, is appointed Director of Administration and Personnel at the Directorate General of Financing and Debt;

-Ms. Ndèye Dieynaba NDIAYE, Principal Treasury Inspector, is appointed Director of Audit and Control at the Directorate General of Public Accounting and Treasury;

-Ms. Ndèye Arame FALL, Principal Treasury Inspector, is appointed Director of Information Systems at the Directorate General of Public Accounting and the Treasury;

-Mr. Mouhamadou Makhtar DIOUF, Principal Treasury Inspector, is appointed Director of Public Accounts of the Directorate General for Public Accounting and the Treasury;

-Mr. Mamadou DIOP, Principal Treasury Inspector, is appointed Receiver General of the Treasury of the Directorate General of Public Accounting and the Treasury, replacing Mrs. Fatima Baba WONE, who has been called to other duties;

-Mr. El Hadji Amadou DIOP, Principal Treasury Inspector, is appointed Director of Administration and Human Resources at the Directorate General of Public Accounting and the Treasury;

-Mr. Mor CISSE, Principal Treasury Inspector, is appointed Director of Financial and Accounting Regulation at the Directorate General of Public Accounting and the Treasury;

-Mr. Kor FAYE, Principal Treasury Inspector, is appointed Accounting Director of Finance and Economic Affairs and Collective Equipment at the Directorate General of Public Accounting and the Treasury;

-Ms. Virginie Dora DIOUF, Principal Treasury Inspector, is appointed Accounting Director for Health, Environment and Education at the Directorate General of Public Accounting and the Treasury;

-Mrs. Coumba Awa Odette NGOM, Principal Treasury Inspector, is appointed Accounting Director of Foreign Affairs and Sports at the Directorate General of Public Accounting and Treasury;

-Mr. Gorgui FALL, Principal Treasury Inspector, is appointed Accounting Director of the Institutions of the Directorate General for Public Accounting and the Treasury;

-Mr. Alassane DIA, Principal Treasury Inspector, is appointed Ministerial Accounting Director of General Services of Public Administrations and Energy at the Directorate General of Public Accounting and Treasury;

-Ms. Fatima Baba WONE, Principal Treasury Inspector, is appointed Accounting Director of Operations on Dedicated Financing (DCOF) at the Directorate General of Public Accounting and Treasury.

On behalf of the Ministry of Energy and Petroleum :

-Mr. Cheikh NIANE , Energy Engineer, is appointed Secretary General of the Ministry of Energy and Petroleum;

-Mr. Ousmane NGOM , specialist in Public Procurement, Finance and Public Management, is appointed Director of General Administration and Equipment.

    Il faut féliciter le nouveau Président de l’assemblée nationale, maintenant que le CC n’a pas invalidé son élection. Depuis Wade, l’administration s’est beaucoup alourdie, entraînant une explosion de la masse salariale et du parc automobile haut de gamme et des charges induites (carburant, entretien, chauffeurs, etc.). Des directions sont érigées en DG, des services en direction, les divisions en services, etc. Est-ce qu’on a évalué l’impact et termes d’efficacité et de résultats ?

    Felicitation , enfin la creation d'une direction qui regroupe toutes les fonctions de la Dette. J espere qu'il s 'en suivra un mouvement gènèral du personnel selon les profils, pour etre cohèrent dans votre dèmarche, et mettre les gens qu il faut à la place qu il faut, y a des gens qui errent dans les directions et ce n est pas par manque de compètence, mais par mauvaise affectation.

    Vous n'y êtes pas. Le problème de l'économie Sénégalaise n'est pas bien cerné et 10.000 milliards d'investissements ne régleront pas ce problème de non compétitivité de nos entreprises. Ceux qui devaient vous donner les pistes de solutions, vous les combattez, tout en vous entourant de flagorneurs. Il y'a des jeunes dans ce pays qui ont la solution à ce problème qui risque de ternir votre mandat déjà fatiguant pour les sénégalais. #Thiédo

    S'il y a au Sénégal un ministère qui n'a pas presque pas de direction générale c'est bien celui de l'éducation nationale. Les hauts fonctionnaires de ce ministère sont de loin bien moins payés que ceux des autres ministères qui ont des avantages considérables en dehors de leurs salaires et contribue à l'accroissement de la masse salariale. Après ils viennent dire que les enseignants sont trop nombreux et que le budget a du mal à suivre la masse salariale. Et pourtant l'éducation contribue fortement à la dynamique économique et impactent directement le secteur du transport et du commerce. il suffit que l'école ferme ses portes on constate un ralentissement économique sur au moins une période d'un mois. l'ANSD doit véritablement travailler davantage sur la dynamique de l'éducation et sa part directe dans l'activité économique afin qu'on cesse de croire que l'éducation à une contribution passive et peut toujours atteindre et peut se contenter du peu.

    Lion vous avez parfaitement raison. Abdoulaye samb sg Ministère des finances pire fonctionnaire depuis l'indépendance. Arrogant, sans modestie, imbu de sa personne. Un jour il m'a trouvé au niveau de son secrétariat meme pas un bonjour. Aujourd'hui tu dormiras tranquille
