The Council of Ministers was held on Wednesday, April 29, 2026, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

The Head of State made a statement covering the following points:

Spirit of national dialogue

At the outset of his address, the President of the Republic indicated that, following an inclusive review and revision of the consensus recommendations stemming from the two dialogues on the reform and modernization of the justice system and the political system, held in 2024 and 2025, he had decided to strengthen the inclusive nature of the process. To this end, he shared the draft texts with the public one month before May 28th, designated as National Dialogue Day.

He notes that this day is a major date on the republican agenda and that dialogue, the guiding principle of the functioning of our democracy, is a key factor in inclusive management and the effectiveness of public authorities.

These texts aim to modernize public governance and the functioning of the Justice system, and to strengthen the electoral and democratic system.

Sustainable development of the Kolda region

Addressing his economic tour carried out from April 23 to 25, 2026, in the Kolda Region, the Head of State thanks the people of the departments of Kolda, Vélingara and Médina Yoro Foulah, the decentralized administrative authorities, the elected officials, territorial actors, religious and customary notables for their warm welcome and their remarkable mobilization which allowed a good course of this working visit.

After reiterating the importance of accelerating the implementation of all planned state projects and initiatives in the Kolda Region, the President of the Republic instructed the Government to strengthen its agricultural and industrial focus. To this end, he called for close collaboration with producers and economic stakeholders in the cotton and peanut sectors, as well as for increased development of irrigation infrastructure in the Anambé River basin to boost rice production. In this context, he directed the Minister of Agriculture, Food Sovereignty, and Livestock to define new mandates for SODAGRI and SODEFITEX, within the framework of the reform of agricultural policy.

Furthermore, the President of the Republic indicates to the Government the need to accelerate the rehabilitation of Kolda Airport, as well as the implementation of road and access projects.

He calls for a vast program to be undertaken to build school infrastructure to support the quality of the education system, to improve the functionality of the health system and to ensure the preservation of the region's ecosystems and forest heritage.

Finally, the Head of State instructs the Prime Minister to ensure the optimal functioning of public services and the strengthening of the State's built heritage in the region.

85th edition of the daaka of Medina Gounass

The Head of State announces that he traveled to Medina Gounass on April 25, 2026, to participate in the 85th edition of the Daaka spiritual retreat. He thanks and congratulates Khalif Thierno Amadou Tidiane BA and all the faithful for the warm welcome, the prayers offered, and the smooth running of the Daaka. He also congratulates the Government for all the logistical and security measures taken to ensure the success of this major international spiritual retreat.

Anchoring economic diplomacy

The President of the Republic recalls that he presided, on April 18, 2026, over the opening ceremony of the 7th Conference of Ambassadors, Consuls General and Consuls of Senegal, which was held under the theme: "Senegalese diplomacy and the renewal of international cooperation: principles and modes of action".

He congratulates the Minister of African Integration, Foreign Affairs and Senegalese Abroad, the Secretary of State for Senegalese Abroad, the Ambassadors, Consuls General and Consuls of Senegal, the staff of the Ministry of Foreign Affairs, for their professionalism, the quality of the organization and the success of the Conference.

The Head of State calls for the ongoing strengthening of good neighborly relations, African integration, multilateralism, economic development, and the country's international standing, and for support for the optimal implementation of the "Senegal 2050" Vision, through the systematic establishment of genuine economic diplomacy. He outlined the new direction of our foreign policy, centered on: (i) promoting Senegal's attractiveness; (ii) the pragmatic mobilization of advantageous bilateral and multilateral financing; and (iii) the development of strategic partnerships.

In this context, he instructs the Minister of Foreign Affairs, the Minister of Economy, Planning and Cooperation, and the Minister of Finance and Budget to propose, before the end of June 2026, a new International Cooperation and Partnership Strategy, before asking the Prime Minister to strengthen the human, budgetary and financial resources of the Ministry of Foreign Affairs and diplomatic missions, intended for the economic promotion of Senegal.

The Head of State insists on the supervision, administrative and social assistance to our compatriots in the Diaspora, with regard to the establishment of national identity cards and passports and the urgency of deploying the special program to support the initiatives, projects and investments of Senegalese abroad.

Finally, he asks the Prime Minister, the Minister of Foreign Affairs and the Minister of Finance and Budget to work on a five-year program for the modernization of the diplomatic and consular network, geared towards improving working conditions and representation of Senegal, as well as promoting a results-oriented culture in the implementation of foreign policy.

Strategic repositioning of the Dakar International Forum on Peace and Security in Africa

The Head of State announces that he presided over the opening ceremony of the 10th Dakar International Forum on Peace and Security in Africa on April 20, 2026, under the theme: “Africa Facing the Challenges of Stability, Integration, and Sovereignty: What Sustainable Solutions?” He thanks His Excellency Mohammed Ould Cheikh El Ghazouani, President of the Islamic Republic of Mauritania, Mr. Julius Maada Bio, President of the Republic of Sierra Leone and current Chairman of ECOWAS, all the foreign delegations, and the participants for their presence and contribution to the success of this major meeting on peace and security on the continent.

Reiterating the strategic importance of this continental meeting in the agenda of international conferences on diplomacy, peace and security, the Head of State asks the Minister of Foreign Affairs to value the results of the Dakar Forum in strategies for promoting security, peace, stability, integration and sustainable development at the sub-regional and continental levels.

Knowledge and mastery of the general history of Senegal

The President of the Republic, after reiterating that knowledge of our culture and the promotion of our historical heritage remain priorities of the project for a sovereign, just, and prosperous Senegal, instructed the Minister of Culture and the Secretary of State for Historical Heritage to take all necessary steps and measures to increase state logistical and financial support for the swift publication of the completed works on the General History of Senegal. He commended the members of the General Coordination Committee, the academics, researchers, and authors who contributed to the popularization and thorough understanding of the figures and events that have shaped the history of our country, from its origins to the present day.

Finally, he asks the Minister of National Education and the Minister of Higher Education, Research and Innovation to popularize, in school and university programs, the general history of Senegal and Africa.

Agenda of the President of the Republic, monitoring of integration, cooperation and partnerships

The Head of State informed the Council that he had received the 2025 Report on the State of Social Dialogue on April 27, 2026. He chaired the inaugural session of the Strategic Council of the Presidential Initiative SunuChampions on April 28, 2026. He announced that he would receive the grievances of the trade union federations on Friday, May 1, 2026, in the presence of members of the Government.

UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION

The Prime Minister presented his statement on the following points:

Nutrition issues

The Prime Minister emphasized the importance the Government places on all sectors directly linked to human development, and in particular on Education, Health, and Agriculture, which are closely tied to Nutrition. He indicated that the total annual economic cost of undernutrition in Senegal is estimated at $856 million, equivalent to 3.2% of the gross national income.

He highlighted the Government's efforts in this area. In terms of governance, the Unit for Combating Malnutrition was created and became the National Nutrition Development Council (CNDN) in 2020, under the authority of the Prime Minister. Similarly, the State of Senegal adopted the National Nutrition Development Policy (PNDN), currently being implemented through the Multisectoral Strategic Nutrition Plan (PSMN 2024-2028). The Prime Minister also mentioned Senegal's commitment to several multilateral and multisectoral initiatives in support of nutrition: the Scaling Up Nutrition Movement, the Nutrition for Growth (N4G) Initiative, the Sustainable Development Goals, the African Union's Agenda 2063, and the Global Compact on Nutrition Integration.

Regarding financing, the Prime Minister highlighted, among other things, the significant increase in the State's contribution, which has risen fivefold, the development of a partnership with the Global Financing Facility (GFF), and the ongoing implementation, with the Ministry of Finance and Budget, of a budget tracking tool designed to ensure traceability of nutrition-related expenditures across all sectors. He presented the results achieved, while also noting the persistent challenges, such as the stunting of children aged 0 to 5, estimated at 17%, the prevalence of kwashiorkor at 10%, the prevalence of overweight and obesity among children and adolescents, and the increase to 22% of the population with abdominal obesity, particularly among women.

The Prime Minister called for improved governance of the sub-sector, whose structurally vulnerable financing mechanism is marked by weak coordination and synergy of actions between sectors, the misalignment of the national nutrition development policy with the orientations of the National Transformation Agenda, the weak involvement of local authorities and the lack of an autonomous information system.

In this regard, he asked the Minister, Secretary General of the Government, in conjunction with the parties concerned, to take the necessary steps to:

- the updating of the National Nutrition Development Policy and the revision of the Multisectoral Strategic Nutrition Plan (PSMN 2024-2028), in accordance with the structuring axes of the Masterplan 2025–2034;

- the establishment, before the end of 2026, of an integrated digital platform for managing multi-sectoral data;

- the implementation of an information, communication, awareness and nutrition education strategy with better consideration of nutrition in teaching, training curricula and in applied research.

Furthermore, he urged the relevant ministers to give a high level of priority to the implementation of sectoral nutrition action plans.

Project and agreement monitoring

The Prime Minister emphasized the need for sustained monitoring to ensure rigorous and coherent management of government action. In this context, he addressed the completion of priority healthcare infrastructure and pharmaceutical sovereignty projects, presenting the progress of four (4) priority health sector projects, representing a cumulative public investment of nearly 310 billion CFA francs. He noted that the construction of the Seydi El Hadji Malick Sy Hospital in Tivaouane, costing 46 billion CFA francs, is 95% complete. Similarly, the Aristide Le Dantec Hospital Reconstruction Project (PRHAD), costing 92.5 billion CFA francs, is 60% complete. The Prime Minister also shared the progress of two (2) pharmaceutical sovereignty projects at the Pasteur Institute in Dakar. Thus, the AFRICAMARIL Project, costing 21.5 billion FCFA, is at an 80% completion level, while the MADIBA Project, estimated at 145.4 billion FCFA, is at 48% completion.

In view of the urgency and strategic impact of these projects and to accelerate their completion, the Prime Minister has given the necessary instructions to the Minister of Finance and Budget, the Minister of Economy, Planning and Cooperation and the Minister of Health and Public Hygiene.

Commissioning of the Bargny Sendou Mineral and Bulk Port

The Prime Minister reiterated that the Bargny-Sendou Mineral and Bulk Port (PMVB), a strategic project of the State of Senegal developed by Senegal Minergy Port (SMP), is intended to handle the import and export of mining, petroleum, and cereal products, and to permanently relieve congestion at the Autonomous Port of Dakar. Construction is nearly 90% complete. However, commissioning remains contingent upon resolving the issue of drinking water supply. To this end, the Prime Minister instructed the Minister of Infrastructure, in conjunction with the Minister of Finance and Budget and the Minister of Water Resources, to secure a firm commitment from Senegal Minergy Port to establish a storage system to provide a temporary solution, and to closely monitor its implementation. He also instructed the Minister of Finance and Budget to include in the 2026 amending finance law the necessary funds to finance the final drinking water supply solution, amounting to 8 billion FCFA, in accordance with the technical recommendations of SONES.

Accelerating the digitization of administrative procedures

As part of the modernization of public action in favour of a more efficient, more accessible and user-oriented administration, the Prime Minister has asked the Minister of Communication, Telecommunications and Digital Affairs, in conjunction with the relevant ministers, to submit to him, before the end of May 2026, a plan for the progressive deployment of the main administrative procedures on the national online services platform.

This plan will need to be accompanied by an implementation schedule and will focus, firstly, on the issuance of civil status extracts, the procedures for obtaining a driver's license, as well as any other formality with a high impact on citizens and businesses.

Implementation of the social stability pact

The Prime Minister welcomed the signing of the Social Stability Pact for inclusive and sustainable growth, which took place with employers and trade unions, as well as the progress made in the exceptional regularization of administrative and statutory situations in the education and health sectors. He asked all the relevant ministers to ensure the diligent and rigorous implementation of the commitments made by the Government, respecting the established deadlines and in a spirit of collective responsibility in the service of social peace.

UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS

• The Minister of Justice gave a presentation on the digital justice system and its interconnection with the national single window e-Senegal.

• The Minister of Public Service, Labour and Public Service Reform gave a report on the state of social dialogue and the social climate.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted:

• the bill authorising the President of the Republic to ratify the amendments to article 8 of the Rome Statute of the International Criminal Court (ICC), adopted on 17 July 1998;

• the draft law authorising the President of the Republic to ratify the Constitutive Charter of the World Water Organization, signed on May 28, 2025 in Riyadh (Saudi Arabia);

• the draft law amending Law No. 2016-09 of March 14, 2016 establishing an ECOWAS biometric identity card.

• Mr. Modou Bassirou NDAO , Administrative Secretary, payroll number 625 108/Z, formerly Sub-prefect of the Dioulacolon District, Kolda Department, is appointed Sub-prefect of the Ngothie District, Kaolack Department, replacing Mr. Bassirou DIA, who has been granted his retirement pension rights;

• Mr. Amadou BA , Administrative Secretary, payroll number 625 089/H, formerly Sub-prefect of the Arrondissement of Ndorna, Department of Médina Yoro Foulah, is appointed Sub-prefect of the Arrondissement of Sagatta Djoloff, Department of Linguère, replacing Mr. Ousmane SANE, who has been granted his retirement pension rights;

• Mrs. Mame Madeleine DIOP, holder of an Engineering Diploma in Industrial Process Engineering, is appointed Secretary General of the Agency for the Development and Promotion of Industrial Sites (APROSI), at the Ministry of Industry and Trade, replacing Mr. Bohoum SOW, who has been called to other duties.

Under the Ministry of Infrastructure:

• Mr. Mouhamadou Fallilou DIOUM , Statistical and Economic Engineer, is appointed Director of Statistics and Information Systems at the Ministry of Infrastructure.

    monsieur le Président enlevez , dans ces projets de texte: - la référence à la charte du Mandé. Ce n'est pas sérieux. Ce document n'a aucune certitude historique et ne correspond pas vraiment à l'histoire de ce pays. -La CENI: un recul symbolique dont le Sénégal n'a pas besoin. La CENI, c'est pour les pays qui sortent de guerre civile. Et surtout, il lui est assigné une tâche énorme et problématique pour une autorité administrative : statuer sur la recevabilité des candidatures. Le ministère de l'intérieur doit conserver la prérogative d'organiser les élections et la Conseil constitutionnel, celle de statuer sur les candidatures. Il y'aurait d'énormes contestations pré-électorales avec ce système. -le premier ministre du préambule de la Constitution. Le Premier ministre n'est pas une institution . Il n'est même pas énuméré parmi les institutions de la République , et on le mentionne dans le préambule alors qu'il est juste nommé par décret...C'est une incongruité. Le rééquilibrage des pouvoirs ne doit pas se faire au sein de l'exécutif, mais plutôt entre l'exécutif et les autres pouvoirs. Ne participez pas à la dé figuration de notre République. On ne change pas ce qui fonctionne!

    en plus, aucune utilité que le PM préside le conseil des ministres, même en France où le PM définit la politique de la nation, ce dernier ne préside jamais le conseil des ministres dans ce compte rendu on dirait que les ministres sont absents du CM et que le PM se substitue à eux pour parler de leurs projets. Bizarre le 28 mai ce sera probablement la Tabaski et vous devez par anticipation reprogrammer cette journée du dialogue, c'est ce que ferait un Etat prévenant et organisé
