Communiqué du Conseil des Ministres du Mercredi 4 Février 2026
The Council of Ministers was held on Wednesday, February 4, 2026, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION
The Head of State made a statement covering the following points:
Development of the new railway policy
In his opening remarks, the President of the Republic emphasized that the development of railways and rail transport is a national priority, contributing to the country's development and attractiveness. To this end, he instructed the Minister of Land and Air Transport to assess the progress of projects and reforms within the railway sector. He also stressed the urgent need to accelerate the rehabilitation and modernization of the Dakar-Tambacounda line, finalize the National Railway Policy for 2050, and conduct a comprehensive review of social dialogue and the grievances of current railway personnel.
Furthermore, the Head of State instructs the Minister of Land and Air Transport to ensure, in conjunction with APIX and all stakeholders, the commissioning of Phase II of the Regional Express Train (TER), which includes the construction of the Sébikhotane station. He directs the Prime Minister to convene an inter-ministerial council on the railway sector and to ensure the implementation of resettlement plans for those affected by the TER project.
Strategic repositioning of the water sector
The Head of State reiterated the fundamental role of the water sector in the well-being of the population and the achievement of sustainable development goals. He commended Senegal's recognized leadership in this area and called for the acceleration of all water and sanitation projects, ensuring the launch of the "Great Water Transfer" project and the new Flood Prevention and Management Program. The President of the Republic emphasized the need to ensure the implementation of the recommendations from the national consultations on the water and sanitation sector, by accelerating the rollout of the program to renew boreholes and hydraulic structures and intensifying desalination plant projects.
He instructs the Minister of Water and Sanitation to finalize the complementary reforms of the urban and rural water sub-sectors, to redefine, by 2050, the master plans for water and sanitation, and to update the overall governance, economic model and regulation of the entire water sector.
The President of the Republic asks the Prime Minister to finalize the texts relating to the Water Code and the Regulatory Authority for the sector.
Finally, he asks the Minister of Water and Sanitation and the Minister in charge of Energy to ensure continuous monitoring of the state of implementation of Senegal's commitments, within the framework of the OMVS and OMVG projects.
Cancer prevention and control
The President of the Republic notes that the international community is celebrating World Cancer Day on February 4, 2026. In this regard, he calls for strengthening prevention, public awareness campaigns, and early detection of cancers, particularly childhood and women's cancers. The Head of State emphasizes the urgent need to improve access to treatment and care for patients and to finalize the construction, equipping, and commissioning of the National Oncology Center in Diamniadio. In this context, he instructs the Prime Minister to oversee the implementation of a ten-year National Cancer Prevention and Control Program.
Acceleration of the territorialization of public policies
Considering the territorialization of public policies as a guiding principle for the implementation of the National Transformation Agenda, Senegal 2050, the Head of State calls for accelerating the processes of territorializing public programs and projects, in conjunction with local authorities and decentralized state services, under the coordination of governors, prefects, and sub-prefects. In this regard, he expresses his commitment to opening up isolated areas and regions through the acceleration of road, highway, and rural road construction programs, as well as the deployment of water, digital, electrification, and basic community and social infrastructure projects.
He also asks the Prime Minister to ensure the acceleration of programs to eliminate temporary shelters and modernize school infrastructure, as well as to update the health map to include the construction of new health structures and facilities planned in all regions.
With the aim of strengthening the development of the Territorial Development Hubs and reinforcing the doctrine of a more localized state, he announced that he will continue his regular economic visits to the regions. In this context, his next tour will take place from February 5th to 8th, 2026, in the regions of Tambacounda and Kédougou, in order to assess and evaluate the progress made in addressing economic, social, and environmental emergencies and priorities.
Popularization of the life and work of Cheikh Anta Diop
In anticipation of the fortieth anniversary of Professor Cheikh Anta Diop's passing on February 7, 2026, the Head of State, on behalf of the Nation, pays a vibrant tribute to this renowned academic, illustrious patriot, and committed Pan-Africanist, whose scientific work and national and international stances significantly contributed to raising awareness. To this end, he requests the Government to accelerate the development and promotion of Thieytou and to work with the family of the deceased and all other stakeholders to disseminate and perpetuate the monumental work of Cheikh Anta Diop through school and university curricula and artistic creations.
Agenda of the President of the Republic
The Head of State informed the Council that he had made an official visit to the Republic of Congo on February 2nd and 3rd, 2026, at the invitation of His Excellency President Denis Sassou NGUESSO.
UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION
The Prime Minister focused his communication on the following points:
Presidential Investment Council
The Prime Minister first briefed the President of the Republic on the state of preparations for the upcoming Presidential Investment Council (CPI), scheduled for the end of March 2026. He then presented the revised framework for steering and guiding investments. Addressing the framework for partnership between the private sector and the State, he emphasized that in the National Transformation Agenda, Senegal 2050, private investment, both domestic and foreign, is central to the economic transformation strategy. Private investment is therefore essential as a driver of growth, competitiveness, job creation, and productive sovereignty. This ambition implies the development of a new type of partnership between the State and the private sector, which contributes to increasing private investment in the Senegalese economy.
The Prime Minister highlighted the overall upward trajectory of private investment in Senegal, reflecting a strengthening of the country's economic attractiveness, confirmed by recent performance figures reported in the Business Ready report. In this context, strengthening the framework for dialogue, decision-making, and the management of reforms to promote private investment appears to be a key lever for consolidating investor confidence, directing investment flows toward national strategic priorities, and maximizing their economic impact.
For the Prime Minister, the revamped CPI aims to accelerate reforms and remove obstacles to investment. This new format of the Presidential Investment Council is based on a streamlined and hierarchical institutional structure, with a Presidential Session, an Inter-Ministerial Council, and a Monitoring Committee.
Regarding the expected deliverables, these include regular reports, notably the general evaluation report of the incentive scheme, the report on reforms favorable to investment, the report on digitised procedures, the report on territorial coverage and industrial progress, as well as the monitoring and evaluation report of the “Sunu champion” Initiative.
The Prime Minister noted that the draft reform of the Presidential Investment Council will be the subject of consultations with the private sector in the presence of the administrations involved and asked the Minister, Secretary General of the Government, to implement, in relation to APIX, all the necessary steps for the finalization of this important project.
Mission Report to Morocco
The Prime Minister reported on his mission to the Kingdom of Morocco for the fifteenth (15th) Senegal-Moroccan Joint High Commission on Cooperation, during which seventeen (17) new agreements and memoranda of understanding were signed covering the industrial, mining, agricultural, digital, logistics, and training sectors. On the sidelines of the Joint Commission, bilateral meetings were held with Moroccan economic operators present in or interested in Senegal. He also reported on his visit to the integrated industrial complex of the Office Chérifien des Phosphates (OCP) Group.
The Prime Minister asked all the ministries involved to send to the Prime Minister's office a detailed action plan for the implementation of the agreements and commitments resulting from this mission, along with a framework for regular consultation with Moroccan partners and national economic actors.
UNDER THE HEADING OF COMMUNICATION FROM THE MINISTERS
The Minister of State to the President of the Republic in charge of Monitoring, Steering and Evaluation of the National Transformation Agenda, Senegal 2050, presented a communication on the structuring and modernization of processes.
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted the draft decree establishing the rules for the organization and operation of the Directorate General for the Surveillance and Control of Land Use (DGSCOS).
UNDER INDIVIDUAL MEASURES
The President of the Republic has taken the following decisions:
• Mr. Babacar BA , Civil Administrator, payroll number 624 582/I, is appointed Secretary General of the Ministry of Culture, Crafts and Tourism, replacing Mrs. Seynabou NIANG.
